CONSIDERATION OF and ACTIONS RELATED TO CATEGORICAL EXEMPTION, STATUTORY EXEMPTION PURSUANT TO PUBLIC RESOURCES CODE 21080.17 and CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) GUIDELINES SECTIONS 15061(b) (3), 15301, 15302 and 15303, and 21080.17, RELATED CEQA FINDINGS, COMMUNICATIONS FROM THE CITY ATTORNEY, DEPARTMENT OF CITY PLANNING, AND THE LOS ANGELES CITY PLANNING COMMISSION; and, ORDINANCE FIRST CONSIDERATION relative to amending sections 12.03, 12.22 and 12.33, and repealing portions of Section 12.24, of Chapter 1 of the Los Angeles Municipal Code for the purpose of regulating Accessory Dwelling Units and Junior Accessory Dwelling Units in accordance with State law.

 

The City Council may recess to Closed Session pursuant to Government Code Section 54956.9(d)(2) and (e)(5), to confer with its legal counsel relative to possible and threatened litigation concerning the proposed Ordinance Amending Sections 12.03, 12.22 and 12.33, and Repealing Portions of Section 12.24 of Chapter 1 of the Los Angeles Municipal Code To Regulate Accessory Dwelling Units and Junior Accessory Dwelling Units In Accordance With State Law.

CD 7CONSIDERATION OF and ACTIONS RELATED TO COMMUNICATION FROM THE LOS ANGELES CITY PLANNING COMMISSION and ORDINANCE FIRST CONSIDERATION relative to a Vesting Zone Change effectuating a change of a portion of the project site from A1-1 and RA-1 to (T)(Q)RD5-1; and RA-1 to R1-1, for the construction of an all residential development consisting of up to 215 homes on a 57.45-acre Project Site, with lot sizes ranging from 2,768 to 10,530 square-feet in area, and the proposed homes would range in size from 1,800 to 2,700 square-feet in building area and a maximum height of 30 feet (two-stories), each single-family detached home would have a two-car garage, with the proposed lot 223 being designated a Historic Cultural Monument area  located at 6433, 6401, 6555, and 6635 West La Tuna Canyon Road; 9201, 9315 North Tujunga Canyon Boulevard; subject to Modified Conditions of Approval.  The Project, based on the independent judgement of the decision-maker, after consideration of the whole of the administrative record, was assessed in the 6433 La Tuna Canyon Project Environmental Impact Report No. (EIR) No. ENV-2007-3083-EIR; State Clearinghouse No. 2007121012, certified on June 19, 2019; and pursuant to California Environmental Quality Act Guidelines, Sections 15162 and 15164, no subsequent EIR, negative declaration, or addendum is required for approval of the Project.
