For boards comprised of both categorical at-large seats and geographical seats, the opinion advised that a NC may require that stakeholders represented by the categorical seats vote only for those designated seats and not for geographical seats as long as the stakeholders have an opportunity to vote for at least one or more board members. ELECTIONS - Opinion 2002:5 Election Systems of Certified Neighborhood Councils
This opinion advised that as long as a NC election system provides all stakeholders in a NC with the opportunity to elect at least one or more members of their governing body, it is consistent with the City Charter. It states that if a NC divided itself into ?community interest groups,? it could require stakeholders within each community interest group to elect their representatives, as long as all stakeholders within each community interest group were afforded the opportunity to vote for their designated representative. Newly Elected Board Orientation Binder - Part I
The Board of Neighborhood Commissioners ("Commission" or "Board") is comprised of seven members, each from a different background and a different part of the city. They are appointed by the Mayor, and confirmed by the City Council. The Commission is responsible for setting and overseeing policy. That includes approval of contracts, leases, and rules and regulations.
