Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. FIND that the information contained in the FEIR and Addendum has been reviewed and considered by Council.

  2. FIND that the FEIR and Addendum adequately describe the potential impacts of the project.

  3. FIND that no additional environmental effects other than those identified in the FEIR will have a significant effect or result in a substantial adverse change in the environment as a result of the project.

  4. PRESENT and ADOPT the accompanying ORDINANCE authorizing the condemnation and improvement of real property to be used for the construction and ongoing maintenance of a 54-inch sewer extension from the VPP at 140 Hurricane Avenue to a junction structure on the Coastal Interceptor Sewer in Playa del Rey in Playa del Rey, Los Angeles.

  5. DIRECT the Bureau of Engineering to take all action necessary to authorize payment for this acquisition from Fund 70X, Account 50LF85, Work Order Number SZC11631.

  6. AUTHORIZE the City Attorney’s Office to make the necessary deposit of probable just compensation and seek an order from the Court to obtain pre-judgment possession of the property.

  7. AUTHORIZE the Bureau of Engineering to continue attempting to acquire a permanent subsurface sewer easement and a temporary construction easement for 33 months through a negotiated purchase and, if successful, to execute all documents necessary to accomplish the transfer of this interest to the City.

COMMUNICATIONS FROM THE BOARD OF PUBLIC WORKS AND THE CITY ENGINEER relative to establishing a tree removal permitting process.

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. APPROVE the establishment of an appropriation account within the Public Works Trust Fund (PWTF), Fund No. 834/50, for Tree Removal Permit Processing.

  2. AUTHORIZE the Controller to create the appropriation account and appropriate therein $300,000 from available funds with the PWTF as front-funding for temporary environmental staff support services needed to review pending Bureau of Street Services tree removal permit applications.

  3. AUTHORIZE the City Engineer, subject to front funding establishment of the proposed PWTF appropriation account, to issue the Task to Parsons, Contract No. C-123098 from the Pre-qualified On-call Environmental Documentation Consultants List to provide environmental staff support services as stated in Task Order Solicitation (TOS) No. EMGD-020, with a budget authority of $300,000, which includes contingency.

  4. INSTRUCT the Bureau of Engineering to:

    1. Appropriate $300,000 within the PWTF into the proposed PWTF appropriation account, upon Council approval to establish the appropriation account.

    2. Conduct periodic interim reconciliation of B-Permit receipts on deposit for related Tree Removal Permit review work.

    3. Reimburse PWTF from B-Permit revenues received from fees as a result of the services rendered by Parsons (Contract No. C-123098).

Fiscal Impact Statement: The Board of Public Works reports that cash is available in Fund 834/50 to front-fund $300,000.  Approval to issue TOS No. EMDG-020 and a Notice to Proceed is contingent upon approval by Council to establish an appropriation account within the PWTF and the appropriation of $300,000 within the PWTF as front-funding to pay for the proposed temporary in-house outside consultant services.

COMMUNICATIONS FROM THE MAYOR AND THE CITY ADMINISTRATIVE OFFICER (CAO) relative to contracts for implementation of the Los Angeles Violence Intervention Academy (LAVITA) Program, and for intervention services to the Southeast III Gang Reduction and Youth Development Zone (GRYD).

 

Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

AUTHORIZE the Mayor, or designee, to:

 

  1. Negotiate and execute a First Amendment to the contract with the Advancement Project (C-125622) for the implementation of the Los Angeles Violence Intervention Academy (LAVITA) Program in accordance with the proposed amendment attached to the CAO report to the Mayor and Council dated October 26, 2015, for a revised amount of $75,367.48, a revised performance period end date of July 31, 2015 and a cessation of contractual rights to the LAVITA Program, subject to the availability of funds, compliance with City contracting requirements, and the approval of the City Attorney as to form and legality.

  2. Negotiate and execute a contract with Community Partners/Urban Peace Institute for the implementation of the LAVITA Program for an amount not to exceed $224,632.58, retroactively effective for an 11-month period from August 1, 2015 through June 30, 2016, with the option to renew for two additional one-year terms in substantial conformance with the proposed contract attached to the CAO report dated October 26, 2015, subject to the availability of funds, compliance with City contracting requirements, and approval of the City Attorney as to form and legality.

  3. Negotiate and execute a contract with Community Partners/Urban Peace Institute for the provision of intervention services to the Southeast III GRYD Zone for an amount not to exceed $555,000, effective retroactively for a one-year term from July 1, 2015 through June 30, 2016, with the option to renew for two additional one-year terms in substantial conformance with the proposed contract attached to the CAO report dated October 26, 2015, subject to the availability of funds, compliance with City contracting requirements, and the approval of the City Attorney as to form and legality.

  4. Prepare Controller instructions and/or make any technical adjustments that may be required to implement this action, subject to the approval of the CAO; and, AUTHORIZE the Controller to implement the instructions.

Fiscal Impact Statement: The CAO reports that this action will not impact the General Fund.  Funding for the proposed contract amendment with the Advancement Project and the two proposed contracts with Community Partners/Urban Peace Institute is included in the Fiscal Year 2015-16 Adopted Budget. The execution of the contract amendment with the Advancement Project will properly conclude the work performed on the LAVITA Program as of July 31, 2015. The execution of new contracts with Community Partners/Urban Peace Institute for implementation of the LAVITA Program and Southeast III GRYD Zone intervention service provision will continue the training of community/crisis intervention workers and implementation of the City's GRYD Strategy. Furthermore, the contracts memorialize the sponsorship relationship between Community Partners and Urban Peace Institute.
