PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT and ORDINANCE FIRST CONSIDERATION relative to adding Section 91.106.5 to the Los Angeles Municipal Code (LAMC) to provide a streamlined permitting process for small residential rooftop solar energy systems.

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. FIND that this action is exempt from California Environmental Quality Act under California Public Resources Code Section 21080(b)(1) as a ministerial project, and under California Public Resources Code Section 21080.35 as regarding the installation of solar energy systems on the roofs of existing buildings.

  2. PRESENT and ADOPT the accompanying ORDINANCE, adding Section 91.106.5 to the LAMC to streamline the permitting process for small residential rooftop solar energy systems in order to comply with the requirements of Assembly Bill 2188 (Muratsuchi).

 

Fiscal Impact Statement:   None submitted by the City Attorney.  Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

 

Community Impact Statement:  None submitted.

ENTERTAINMENT AND FACILITIES COMMITTEE REPORT relative to the feasibility of initiating a Civic Center Masterplan to assess and coordinate remaining Civic Center redevelopment opportunities.

 

Recommendations for Council action, as initiated by Motion (Huizar - Blumenfield):

 

  1. DIRECT the Asset Management Strategic Planning (AMSP) Unit of the City Administrative Officer (CAO), with the assistance of the Chief Legislative Analyst (CLA), Bureau of Engineering (BOE), the Department of General Services (GSD), and other City stakeholders as necessary, to hire a consultant to prepare a Civic Center Land Use Plan to assess and coordinate redevelopment opportunities in the Civic Center.

  2. DIRECT the AMSP, with the assistance of the CLA, BOE, GSD, and other stakeholders as necessary, to hire a consultant to advise the City on opportunities for public private partnerships to develop municipal facilities in the Civic Center, and to assist the City in preparing a solicitation for development partners.

  3. INSTRUCT the BOE, and other departments as necessary, to prepare additional analysis in the Los Angeles Street Civic Center Redevelopment Project Environmental Impact Report to assess a new alternative that would preserve important historic elements of Parker Center's eight-story office tower, while allowing the new facility to accommodate the City's needs as well as potential development opportunities.

 

Fiscal Impact Statement:  The CAO reports that the costs for the contractual services described above are presently undetermined. Upon completion of a solicitation process from a Council-adopted list of prequalified consultants, project funding will be identified from the CAO’s AMSP Contractual Services account, or Capital Improvement Expenditure Programs funds identified for planning for the new Civic Center building. Inasmuch as these funds are already included in the Fiscal Year 2015-16 budget, there is no General Fund impact.

PUBLIC SAFETY COMMITTEE REPORT relative to the feasibility of impounding, seizing, auctioning and/or destroying vehicles involved in hit-and-run or prostitution crimes.

 

Recommendations for Council action, as initiated by Motion (Englander – Buscaino):

 

  1. REQUEST the City Attorney to prepare and present an ordinance that would allow for the impounding of vehicles involved in hit-and-run crimes that cause either minor injury or property damage for the maximum amount of time allowed under law.

  2. REQUEST the City Attorney to prepare and present an ordinance that would allow the Los Angeles Police Department to seize and auction or destroy cars that are involved in hit-and-run crimes resulting in great bodily injury or death.

  3. REQUEST the City Attorney to explore the feasibility of impounding vehicles in cases that involve prostitution.
