  1. DIRECT the Department of City Planning, with the assistance of the Bureaus of Engineering and Street Lighting, Los Angeles Department of Transportation, and City Attorney to reduce the dedication on Mateo Street between Palmetto and 6th Streets as required by the street standards from 15 feet to 0 feet to allow a half right-of-way of 30 feet, and defer any street widening along the West side of the same aforementioned segment of Mateo Street; and, to reduce the dedication on Palmetto Street between South Hewitt and Mateo Streets as required by the street standards from 2 feet to 0 feet to allow a half right-of-way of 31 feet, and defer any street widening along the South side of the same aforementioned segment of Palmetto Street.

  2. DIRECT the Bureau of Street Lighting to work with the project applicant in deterring the movement of existing street lights.

  3. DIRECT the Bureau of Engineering, the Department of City Planning, and any other appropriate City department, bureau, or agency, to work with the applicant through the B-Permit process to provide if required any new improvements to reflect the aforesaid half street width and half right of way width for Mateo Street, and the required curb and gutter for the south side of Palmetto Street.

Recommendations for Council action, as initiated by Motion (Buscaino – Englander):

 

  1. REQUEST the City Attorney to:

    1. With the assistance of any other department as necessary, report on the legality of the placement of tiny houses in both the public right-of-way and on private property, and recommend removal protocol for City departments to follow.

    2. Prepare a report giving enforcing departments clear direction on how to remove and dispose of tiny houses, and to verify and confirm that tiny houses are classified as bulky items, and do not need to be stored for 90 days prior to disposal.

  2. DIRECT the Bureau of Sanitation to include homeless and human health service providers, such as the Los Angeles Homeless Services Authority, when conducting the removal of tiny houses and the deconstruction of homeless encampments.

  1. AUTHORIZE the City Attorney to pay attorney fees, costs, and interest in the amount of $189,801.99 to Joseph Klapach, the attorney to Concerned Citizens of South Central Los Angeles.

  2. AUTHORIZE the City Attorney to execute all documents necessary to effectuate the judgment.

  3. AUTHORIZE the City Attorney to draw a demand from Fund 100/59, Account 009770, in the amount of $189.801.99 and made payable to the attorney to Concerned Citizens of South Central Los Angeles.

  4. AUTHORIZE the City Attorney, or designee, to prepare Controller instructions for any necessary technical adjustments, subject to the approval of the City Administrative Officer, and AUTHORIZE the Controller to implement the instructions.

CONTINUED CONSIDERATION OF MOTION (HUIZAR - KREKORIAN) relative to funding SRO Housing Corporation (SRO), a non-profit, community-based organization's operation of San Julian Park.

 

Recommendations for Council action: 

 

  1. AUTHORIZE the Economic and Workforce Development Department (EWDD) to transfer $16,000 in Urban Development Action Grant (UDAG) funds to the Housing and Community Investment Department (HCID) for the purpose of funding SRO's operation of San Julian Park.

  2. AUTHORIZE the HCID to negotiate and execute a contract with SRO for $16,000 in UDAG funds for the purpose of funding SRO's operation of San Julian Park.

  3. DIRECT the EWDD, with the assistance of HCID, to prepare Controller instructions and/or technical changes to effectuate the above transfer, subject to the approval of the Chief Legislative Analyst; and, AUTHORIZE the Controller to implement the instructions.
