Recommendations for Council action:

 

  1. FIND that the offer to dedicate an easement for street and alley purposes on the southwest line of Sawtelle Boulevard northwest of Missouri Avenue is categorically exempt from the California Environmental Quality Act of 1970 pursuant to Article III, Class 5(19) of the City's Environmental Guidelines.

  2. ACCEPT the petitioner's offer to dedicate the easement for street and alley purposes on the southwest line of Sawtelle Boulevard northwest of Missouri Avenue, as depicted on the Exhibit Map in the August 17, 2015 City Engineer report to Council.

  3. AUTHORIZE the Board of Public Works to acquire the easement for street and alley purposes on the southwest line of Sawtelle Boulevard northwest of Missouri Avenue, as depicted on the Exhibit Map in the August 17, 2015 City Engineer report to Council.

  4. INSTRUCT the City Clerk to forward a copy of the Council action on this project to the Real Estate Division of the Bureau of Engineering for processing.

Fiscal Impact Statement:  The City Engineer reports that a $3,317 fee for processing this report was paid pursuant to Sections 7.3 and 7.41.1 of the Los Angeles Administrative Code. No additional City Funds are needed.

HOUSING COMMITTEE REPORT relative to authorizing various actions regarding the disposition and development of 27 housing assets.

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. AUTHORIZE the General Manager, Los Angeles Housing and Community Investment Department (HCIDLA), or designee, to:

    1. Release a Request for Qualifications (RFQ) to select qualified developers for the disposition and development of 10 housing assets owned by HCIDLA and listed in the HCIDLA report to the Mayor dated June 8, 2015, and in Attachment A of that report, as amended to delete the following properties:

      1035 and 1039 South Berendo Street 
      1047 and 1053 South Mariposa Avenue
      2375 West Washington Boulevard 
      4314 West Adams Boulevard 
      1636 West Manchester Avenue 
                         
    2. Sell two vacant single-family properties located at 1808 South St. Andrews Place and 1816 North Wilton Place through the following actions:

      1. Work with the City Attorney to release the existing former Community Redevelopment Agency of the City of Los Angeles covenants.

      2. Market the properties through a City-contracted Real Estate Broker.

      3. Enter into a Purchase and Sale Agreement for each site.

      4. Request the City Attorney prepare an ordinance for the sale of these properties.

      5. Return the sales proceeds to the Low and Moderate Income Housing Fund No. 55J.

  2. DIRECT the HCIDLA to:

    1. Meet with the Council Offices for the Districts in which the 27 properties are located.

    2. Report in 30 days to the Housing Committee with the proposed Request for Proposals (RFP) for the selection of qualified affordable housing providers to own and manage seven housing assets referred to as Occupied Residential Properties owned by HCIDLA and listed in Attachment A of the June 8, 2015 HCIDLA report.

    3. Report to Council with recommendations regarding the selection of qualified candidates from the Housing Assets RFQ and the Occupied Residential Properties RFP.

Fiscal Impact Statement: The CAO reports that this action will not impact the General Fund.  The above recommendations authorize the HCIDLA to receive proceeds from the sale of two housing assets owned by the City of Los Angeles and place the funds into the Low and Moderate Income Housing Fund No. 55J.  The above recommendations will also allocate an amount not to exceed $540,000 into program income from the Low and Moderate Income Housing Fund No. 55J for technical services related to the development of housing assets. These recommendations are in compliance with City financial policies in that the proposed actions will be funded by special funds from the HCIDLA's Low and Moderate Income Housing Fund 55J.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. AUTHORIZE the City Attorney to extend the term of Contract No. C-110169 for two years, and increase the funding by $2,000,000 for a total contract amount with Beveridge & Diamond, P.C., not to exceed $5,483,565.

  2. AUTHORIZE the City Attorney to execute a new contract with the Law Offices of Michael J. Lampe in Visalia, California for an amount not to exceed $350,000.

Fiscal Impact Statement:  None submitted by the City Attorney. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

CONTINUED CONSIDERATION OF ENERGY AND ENVIRONMENT COMMITTEE REPORT relative to a proposed agreement with the Los Angeles Cleantech Incubator, Inc. for the La Kretz Innovation Campus.

 

Recommendation for Council action:

 

CONCUR with the Board of Water and Power Commissioner's action of August 4, 2015, Resolution No. 016-032, authorizing a lease and management agreement between the Los Angeles Department of Water and Power (LADWP) and Los Angeles Cleantech Incubator, Inc., a 501(c)(3) non-profit organization, for operation and maintenance of the La Kretz Innovation Campus with a duration of 20 years with an option to extend up to an additional 10 years, for a total term of up to 30 years. 

 

Fiscal Impact Statement:  The City Administrative Officer reports that approval of the proposed resolution authorizes an annual expenditure of up to $895,000, for up to 30 years with a total cost of $26,850,000, for campus property management service from the Power Revenue Fund, Water Revenue Fund, and other grant funding received by the LADWP.  There is no impact to the City General Fund.  The proposed agreement complies with the Department's adopted Financial Policies.

RESOLVE that the City of Los Angeles include in its 2015-16 State Legislative Program SUPPORT for SB 350 (De Leon and Leno), the Clean Energy and Pollution Reduction Act of 2015, IF AMENDED to allow all forms of solar power to count without limitations as Bucket 1 towards the 50 percent California Renewables Portfolio Standard by the 2030 obligation laid out in SB 350.
