Recommendations for Council action, if the tabulation of ballots indicates majority support, SUBJECT TO THE APPROVAL OF THE MAYOR:

  1. PRESENT and ADOPT the accompanying ORDINANCE establishing the District and confirming the assessments to be levied upon properties within the District, as described in the Management District Plan.   

  2. AUTHORIZE the City Clerk, subject to approval of the City Attorney, to prepare, execute and administer an operating agreement between the City and the South Los Angeles Industrial Tract Property Owners Association, Incorporated non-profit corporation for administration of the District.

 

Fiscal Impact Statement:  The City Clerk reports that direct costs associated with Department administrative expenses will be charged to the District and will be recovered from assessments collected. There are currently no City-owned, real properties included in the list of properties to be assessed within the boundaries of the District, as disclosed in the Management District Plan and as required under existing state Property and Business Improvement District legislation. Therefore, there is no impact on the General Fund.

Fiscal Impact Statement:  The GSD reports that the first year of the new lease will generate $39,912.00 in revenue to the General Fund with annual Consumer Price Index increases that have averaged 3.53 percent over the last 20 years. The CPI change from 2014 through 2015 is anticipated to be from 1.6 percent to 3 percent.

AUTHORIZE the General Manager, Economic and Workforce Development Department (EWDD), or designee, to negotiate and execute new contracts through June 30, 2016 as indicated in Attachment A of the EWDD report dated June 15, 2015 (attached to Council file No. 10-1610), subject to the review and approval of the City Attorney as to form and legality.

  2. INSTRUCT the EWDD, and the Los Angeles Housing and Community Investment Department, to present recommendations on how to increase the employment, social, education, and civic engagement outcomes of the Day Labor Program participants.

  3. INSTRUCT the EWDD to report  in 90 days on specific program recommendations for re-branding and redesigning the program for enhanced services to the day laborer community.

  4. AUTHORIZE the General Manager, EWDD, or designee, to prepare a Request for Proposals (RFP) for the Day Labor Program to be effective July 1, 2016, and to release the RFP document subject to review and approval by the City Attorney as to form and legality.

  5. DIRECT the General Manager, EWDD, or designee, subsequent to completing the Day Labor Program proposal evaluation process, to submit recommendation(s) to the Mayor and Council for Day Labor Program contractor selection and funding for the twelve (12) month period from July 1, 2016 through June 30, 2017.

Fiscal Impact Statement:  The EWDD reports that there is no additional impact on the General Fund as all items are funded through the approved Annual Budget Resolution for Fiscal Year 2015-16.
