PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT relative to amending the Venice Coastal Zone Specific Plan to allow the parking in-lieu fee to be adjusted every year based on the Consumer Price Index (CPI).

 

Recommendations for Council action, pursuant to Motion (Bonin - Huizar):

 

  1. DIRECT the Department of City Planning (DCP), in conjunction with the City Attorney's office, to prepare a targeted amendment to the Specific Plan to increase the $18,000 parking in-lieu fee codified in 1999 to account for inflation using the CPI and add a provision that will allow the in-lieu fee to be adjusted every year based on the CPI.

  2. INSTRUCT the DCP to examine the merits of eliminating, restructuring, or replacing the in-lieu parking fees and to examine the benefits and impacts of eliminating grandfathered parking rights.

Fiscal Impact Statement:  Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

Community Impact Statement:  None submitted.

HOUSING COMMITTEE REPORT relative to technical amendments to the Rent Stabilization Ordinance.

 

Recommendation for Council action: 

 

INSTRUCT the Los Angeles Housing and Community Investment Department (HCIDLA) to work with the City Attorney to amend Sections 151.06, 155.03, 155.06, 155.07, 161.901, 161.356, 161.807, 162.04, 162.05, 162.06, 162.07, 162.08, 162.09, and 162.12 of the Los Angeles Municipal Code pursuant to the recommendations contained in the HCIDLA report dated February 23, 2015 and specified in the report's summary (attached to Council file No. 14-0268-S2), as well as any other pertinent and relevant provisions that the City Attorney may deem necessary to carry on the recommended changes.

 

Fiscal Impact Statement:  The HCIDLA reports that there is no impact on the General Fund.

 

Community Impact Statement:  None submitted.

  4. DIRECT the City Clerk to schedule this request for the City Council's consideration at the appropriate time under the City's Street Vacation procedures.

MOTION (FUENTES for HUIZAR - KORETZ) relative to selection of an intern from The Getty Foundation Multicultural Undergraduate Summer Internship Program.

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

  1. AUTHORIZE the Director of Planning, or designee, to:

    1. Accept the grant in the amount of $4,500 from The Getty Foundation and work immediately with The Getty Foundation to commence the search and selection for an intern to participate in the Multicultural Undergraduate Summer Internship program.

    2. Receive and deposit these funds into the City Planning Grants Trust Fund No. 52H.

  2. AUTHORIZE the Controller to appropriate a like amount into the City Planning Grant Trust Fund, Fund No. 46Y/68, Account 68L202, Preservation Internship, for disbursement of fund.

  3. AUTHORIZE the City Administrative Officer to make any necessary technical corrections.

MOTION (CEDILLO - BLUMENFIELD) relative to a Tax, Equity and Fiscal Resposnibility Act of 1982 (TEFRA) hearing regarding the acquisition, rehabilitation, and improvement of a 30-unit affordable housing project called Sycamore Village Apartments, located at 523 South Rampart Boulevard.

 

Recommendations for Council action:

  1. WAIVE all Council-approved Bond policies.

  2. DESIGNATE the California Municipal Finance Authority as the bond issuer on behalf of the project.

  3. INSTRUCT the City Clerk to schedule a TEFRA Hearing for the City Council meeting to be held on Tuesday, JUNE 2, 2015 at 10:00 a.m. located at 200 North Spring Street, Room 340, Los Angeles, CA 90012.

  4. INSTRUCT the City Clerk to place on the agenda for the City Council Meeting to be held on Tuesday, JUNE 2, 2015 consideration of the TEFRA hearing results and adoption of the TEFRA hearing Resolution to follow the conduct of the public hearing.

MOTION (LABONGE - FUENTES) relative to amending prior Council actions of December 18, 2013 and September 23, 2014 regarding various payments to the City by NBC Universal pursuant to a Development Agreement (CF 12-1657-S3).

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

  1. AMEND prior Council actions of December 18, 2013 and September 23, 2014 relative to various payments to the City by NBC Universal pursuant to a Development Agreement  (CF 12-1657-S7) to reduce the overall amounts of the NBC Universal payments in those actions by a total of $100,000 and to delete the fund deposit instructions for Toluca Estate Drive, inasmuch as this community benefit amount is to be paid directly by NBC Universal to the Toluca Estates Drive Homeowners Association.

  2. AUTHORIZE and DIRECT the City Clerk to process a refund of the above amount to NBC Universal; and, AUTHORIZE the Controller to waive any procedural and administrative requirements in this matter and to process this payment as expeditiously as possible.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

  1. APPROPRIATE $680 from the Unappropriated Balance Fund No. 100/58 to the Transportation Fund No. 385/94, Account No. H226  for various community charter bus services in Council District Eight, said funds to be reimbursed to the General Fund by various community organizations.

  2. AUTHORIZE the Los Angeles Department of Transportation to accept these reimbursements and to make any corrections or clarifications to the above fund transfer instructions in order to effectuate the intent of this motion, including any corrections and changes to fund or account numbers.
