PUBLIC WORKS AND GANG REDUCTION COMMITTEE REPORT relative to waiving dedication and improvements along 4th Place in connection with Case No. ZA-2014-2442(CUB)(ZV)(SPR).

Recommendations for Council action, as initiated by Motion (Huizar - Krekorian):

1. INSTRUCT the Department of City Planning, with assistance from the Bureau of Engineering (BOE), the Los Angeles Department of Transportation and the Los Angeles Department of Building and Safety to waive:
   
   
   1. The 5 foot street dedication along 4th Place.
      
      
   2. The street widening along 4th Place.
      
      
   3. The requirement to remove the gate at the west end of the alley, reconstruct the alley, and upgrade the alley intersection with Merrick Street in connection with Case No. ZA-2014-2442(CUB)(ZV)(SPR).
      
      
2. INSTRUCT the Department of City Planning, and other departments as necessary, to require that the applicant complete all other BOE recommended improvements in connection with Case No. ZA-2014-2442(CUB)(ZV)(SPR) including, but not limited to: repair any broken, off-grade, or bad order concrete curb and gutter, construct new curb ramps as needed on 4th Place, remove the gates at the east end of the alley, repair and patch any broken, off-grade or bad asphalt in the alley adjacent to the property, and upgrade all improvements to comply with Americans with Disabilities Act requirements.
   
   
3. AUTHORIZE the Department of City Planning to make any technical corrections or clarifications to the above instructions in order to effectuate the intent of this motion.

Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
