INNOVATION, TECHNOLOGY AND GENERAL SERVICES COMMITTEE REPORT relative to the comprehensive plan for the City's technology needs through the roadmap and findings provided by Avasant.

 

Recommendations for Council action:

  1. INSTRUCT the Information Technology Agency (ITA), with guidance and support of the Information Technology Oversight Committee, to develop a roadmap around a Digital Enterprise with focus on the following:

    1. Improving current service delivery chain.
    2. Taking advantage of economies of scale.
    3. Addressing human capital needs through succession planning.
    4. Consider services that are most cost effective to be managed externally, such as remote hosting of mainframe.

  2. AUTHORIZE the ITA to negotiate a contract with International Business Machines (IBM) for mainframe hosting through IBM SmartCloud.

  3. AUTHORIZE the Information Technology Oversight Committee to continue to provide leadership and to guide the development of an information technology roadmap that identifies the cost and high-quality low-risk outcomes that the City can expect and which must include immediate, short-term, and long-term sustainable solutions.

  4. INSTRUCT the Information Technology Oversight Committee to present the information technology roadmap to the City Council and Mayor in 120 days.

  5. INSTRUCT the ITA to report with findings and recommendations on a Digital Enterprise Roadmap.
       

Fiscal Impact Statement:  The City Administrative Officer reports that approval of the recommendations in its report will have no direct impact to the General Fund at this time. A complete fiscal impact will be determined upon further consideration of the IT roadmap, formulated within the context of the Proposed 2015-16 Budget and in subsequent budget cycles.

Report on the $91.9 million received from the U.S. Department of Housing and Urban Development (HUD), including which programs will be funded, how much of the funding will be attributed to programs in the City of Los Angeles, and any other details that will enable the City and LAHSA to ensure the funds are efficiently spent and achieve the greatest benefit.

  2. Report on how the $10.1 million in new funding from HUD for permanent supportive housing will be used in the City.

  3. Provide an accounting of the City's General Fund monies administered by LAHSA.

CATEGORICAL EXEMPTION and TRADE, COMMERCE, AND TOURISM COMMITTEE REPORT relative to the proposed sublease with American Airlines, Inc. for premises to provide space for the Terminal Four Connector and additional concessions in Terminal Four at Los Angeles International Airport (LAX).

 

Recommendations for Council action:

 

  1. ADOPT the determination by the Board of Airport Commissioners (Board) that the proposed action is exempt under the California Environmental Quality Act (CEQA) as provided in Article III Class 1 (18)(c) of the Los Angeles City CEQA Guidelines.

  2. APPROVE the sublease with American Airlines, Inc.

  3. CONCUR with the Board’s action of January 15, 2015 by Resolution No. 25613 authorizing the Executive Director, Los Angeles World Airports (LAWA), to execute the sublease with American Airlines, Inc. for premises to provide space for the Terminal Four Connector and additional concessions in Terminal Four at LAX.

 

Fiscal Impact Statement: The City Administrative Officer reports that LAWA indicates that approval of the proposed sublease by LAWA to provide space for access to the $115 million Terminal Four Connector and for a future Terminal Four coffee concession will result in a base rent, maintenance and operations and debt service credit to American Airlines, Inc. of approximately $773,212 in the first year increasing to $819,416 after nine years. LAWA further indicates that the annual credit will be $3,039,820 in the tenth year due to a final $2.6 million bond payment credit due American Airlines from LAWA at that time. However, additional revenue of at least $1 million annually will be generated from the proposed new Terminal Four coffee concession over years one through nine of the sublease since the concession agreement's proposed term will be nine years. The net annual revenue increase to LAWA's operating budget as a result of the coffee concession revenue will, therefore, be a minimum of $180,584 annually over nine years. The nine-year term of the coffee concession agreement will align it with the term of other LAX terminal concessions. The proposed sublease will have no impact on the City's General Fund.

CATEGORICAL EXEMPTION and TRADE, COMMERCE, AND TOURISM COMMITTEE REPORT relative to the proposed agreement with Areas USA LAX, LLC to manage and operate a Branded Coffee Food and Beverage Concession in Terminal Four at Los Angeles International Airport (LAX).

 

Recommendations for Council action:

 

  1. ADOPT the determination by the Board of Airport Commissioners (Board) that the proposed action is exempt under the California Environmental Quality Act (CEQA) as provided in Article III Class 1 (18)(c) of the Los Angeles City CEQA Guidelines.

  2. APPROVE the agreement with Areas USA LAX, LLC.

  3. CONCUR with the Board’s action of January 15, 2015 by Resolution No. 25614 authorizing the Executive Director, Los Angeles World Airports (LAWA), to execute the agreement with Areas USA LAX, LLC to manage and operate a Branded Coffee Food and Beverage Concession in Terminal Four at LAX.

 

Fiscal Impact Statement: The City Administrative Officer reports that LAWA indicates that approval of the proposed concession agreement with Areas USA LAX, LLC to construct and operate a new Branded Coffee, Food and Beverage concession will pay LAWA a percentage of between 16.5 and 21.5 percent of gross revenue received subject to a Minimum Annual Guarantee of $1,000,000 not including annual increases based on the Consumer Price Index (CPI.) The net revenue increase to LAWA's operating budget as a result of the new agreement will, therefore, be a minimum of $9,000,000 over nine years not including CPI. The nine-year agreement term will align it with the term of other LAX terminal concessions. The proposed agreement will have no impact on the City's General Fund.

  1. REAFFIRM the FINDINGS of May 15, 2013, that the vacation of the alley southerly of 12th Street from Flower Street to 150 feet easterly thereof, pursuant to the City of Los Angeles Environmental Guidelines, is exempt from the California Environmental Quality Act of 1970, pursuant to Article III, Class 5(3) of the City of Los Angeles Environmental Guidelines.

  2. REAFFIRM the FINDINGS of May 15, 2013, that this vacation is in substantial conformance with the General Plan pursuant to Section 556 of the Los Angeles City Charter.

  3. ADOPT the accompanying RESOLUTION TO VACATE No. 13-1400760 for the vacation of the alley southerly of 12th Street from Flower Street to 150 feet easterly thereof.

  4. INSTRUCT the City Clerk to transmit, following Council adoption, Resolution to Vacate No. 13-1400760 to the Land Development Group of the Bureau of Engineering for recordation of said Resolution with the Los Angeles County Recorder.
