ARTS, PARKS, HEALTH, AGING AND RIVER COMMITTEE REPORT relative to the City's participation as a Non-Federal Sponsor for the United States Army Corps of Engineers' (USACE) Los Angeles River Ecosystem Restoration (LARER) Project, also known as Alternative 20.

 

Recommendations for Council action, as initiated by Motion (O'Farrell - Krekorian):

 

  1. ADOPT the preliminary funding framework for the LARER Project, as described in the City Administrative Officer (CAO) report dated February 23, 2015, attached to the Council file.

  2. INSTRUCT the CAO to complete and sign the Non-Federal Sponsor's Self-Certification of Financial Capability for Decision Documents form.

  3. AUTHORIZE the City Engineer to complete and sign the Non-Federal Sponsor's Letter of Intent for the Project and submit it with the CAO signed form to the USACE on behalf of the City.

  4. NOTE and FILE the Chief Legislative Analyst report dated March 20, 2015. 

 

Fiscal Impact Statement:  The CAO reports that adoption of the recommendations in this report does not obligate the City to spend monies but signing the Non-Federal Sponsor's Self Certification document certifies that the City has the financial capacity to do so. In order to make this finding, the Council and the Mayor would need to adopt the preliminary funding framework for the LARER project.  The CAO also notes that failure to obtain sufficient funds from the sources outlined in the framework may add pressure to the General Fund and/or require the City to seek alternative funding sources.

COMMUNICATION FROM THE CITY CLERK and RESOLUTIONS relative to  the certified results of the votes cast at the Primary Nominating Election held on Tuesday, March 3, 2015.

 

Recommendation for Council action:

 

ADOPT the accompanying RESOLUTIONS relative to the certified results of the votes cast at the City of Los Angeles Primary Nominating Election held on Tuesday, March 3, 2015, on the following matters submitted to the voters:

 

  1. For the various candidates for the Offices of Member of the Los Angeles City Council in District Numbers 2, 4, 6, 8, 10, 12, and 14.

  2. For the various candidates for the Offices of Member of the Board of Education of the Los Angeles Unified School District in District Numbers 1, 3, 5, and 7.

  3. For the various candidates for the Offices of Member of the Board of Trustees of the Los Angeles Community College District for Seat Numbers 1, 3, 5, and 7.

  4. For and against City of Los Angeles Charter Amendment 1 and Charter Amendment 2.

Fiscal Impact Statement:  The City Clerk reports that adopting the Resolutions declaring the results of the City of Los Angeles Primary Nominating Election will have no impact on the General Fund, as the funds necessary to conduct the 2015 municipal elections are already included in the City Clerk's operating budget for Fiscal Year 2014-15.
