Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

PRESENT and ADOPT the accompanying ORDINANCE amending Chapter VIII, Division N of the Los Angeles Municipal Code to add Section 80.73.3 to prohibit the selling, leasing, or reserving or facilitating the reserving of any street, way, alley, highway, road, parkway, parking space or other public space under the City's control without written authorization from the City of Los Angeles.

 

Fiscal Impact Statement: None submitted by the City Attorney. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

DIRECT the Los Angeles Department of Transportation, with the assistance of the City Attorney and the Chief Legislative Analyst (CLA), to report in 21 days on the feasibility and financial benefit of implementing the ETPAP to reduce traffic and provide free traffic mitigation and monitoring information.

TRANSPORTATION COMMITTEE REPORT relative to prohibiting the parking of oversized vehicles on Topham Street between Yolanda and Wilbur Avenues.

 

Recommendations for Council action, as initiated by Resolution (Blumenfield – Bonin):

 

  1. RESOLVE, pursuant to California Vehicle Code Section 22507, to hereby prohibit the parking of vehicles that are in excess of 22 feet in length or over 84 inches in height, during the hours of 7:00 a.m. and 7:00 p.m. on both sides of Topham Street between Yolanda and Wilbur Avenues.

  2. DIRECT the Los Angeles Department of Transportation (LADOT) to post signs giving notice of the above restriction for oversized vehicles, with those specific hours detailed, on both sides of Topham Street between Yolanda and Wilbur Avenues.

  3. AUTHORIZE the LADOT to make any technical corrections or clarifications to the above instructions in order to effectuate the intent of this action.

  1. ADOPT the FINDINGS of the Cultural Heritage Commission (CHC) as the Findings of the Council.

  2. APPROVE the recommendations of the CHC relative to the inclusion of the Laurel Terrace Street Trees located at Cantura Street from Vantage to Rhodes Avenues; Rhodes Avenue from Ventura Boulevard to Laurel Terrace in the list of Historic-Cultural Monuments.

CONTINUED CONSIDERATION OF CATEGORICAL EXEMPTION, COMMUNICATION FROM THE CITY ENGINEER and ORDINANCE OF INTENTION FIRST CONSIDERATION relative to vacating the New High Street and Republic Street Vacation District (VAC-E1400777).

 

Recommendations for Council action:

 

  1. FIND that the vacation of the New High Street and Republic Street Vacation District, pursuant to the City of Los Angeles Environmental Guidelines, is exempt from the California Environmental Quality Act of 1970, pursuant to Article III, Class 5(3) of the City of Los Angeles Environmental Guidelines.

  2. APPROVE Map No. VAC-14-1400777, attached to the Council file, for the vacation of:

    1. New High Street from approximately 160 feet southwesterly of Spring Street to Arcadia Street.

    2. Republic Street from New High Street to North Main Street.

    3. A portion of the northeasterly side of Arcadia Street at the southwesterly terminus of New High Street.

  3. PRESENT and ADOPT the accompanying ORDINANCE OF INTENTION for the vacation of the New High Street and Republic Street Vacation District, which has been approved as to form and legality by the City Attorney.

  4. INSTRUCT the City Engineer to present a Resolution to Vacate after the conclusion of the Public Hearing and Council's instruction to proceed with this vacation and upon compliance with the conditions established for this vacation.

  5. FIND that the vacation of the New High Street and Republic Street Vacation District is in substantial conformance with the purposes, intent and provisions of the General Plan, in conformance with Section 556 of the City Charter.

  6. FIND that the vacation of the New High Street and Republic Street Vacation District is not necessary for non-motorized transportation facilities, in conformance with Section 892 of the California Streets and Highways Code.

  7. ADOPT the City Engineer's report, dated December 12, 2014, with the conditions contained therein.

MOTION (O'FARRELL - KORETZ) relative to sponsoring a street banner campaign in support of the March for Justice.

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

  1. APPROVE the Street Banner program being coordinated by the Armenian Genocide Centennial Committee in support of the March for Justice, as a City of Los Angeles Event.

  2. APPROVE the content of the street banner design, attached to the Council file.

  3. AUTHORIZE the Board of Public Works, Office of Accounting to appropriate $4,731.50 from the Council District 13 portion of the Street Furniture Revenue Fund No. 43D/50 to pay Dektra-Lite for the installation of 50 street banners at various locations on Sunset Boulevard during the period of April 1, 2015 through May 31, 2015.

  4. AUTHORIZE the Chief Legislative Analyst, or designee, to make technical corrections or clarifications that may be necessary to implement the intent of this motion.

  1. TRANSFER/APPROPRIATE $45,000 in the AB1290 Fund No. 53P, Account No. 281201(CD 1 Redevelopment Projects - services) to the Board of Public Works Fund No. 100/74, Account No. 3040 (Contractual Services) for the community beautification and clean-up efforts of the Los Angeles Conservation Corps in Council District One.

  2. AUTHORIZE the Public Works Office of Community Beautification to prepare the necessary document(s) with, and/or payments to, the Los Angeles Conservation Corps, or any other agency or organization, as appropriate, in the above amount, and for the above purpose, subject to the approval of the City Attorney as to form, if needed; and, AUTHORIZE the Councilmember of the First District to execute any such document(s) on behalf of the City.

  3. AUTHORIZE the Department of Public Works to make any corrections, clarifications or revisions to the above instructions, including any new instructions, in order to effectuate the intent of this Motion, including any corrections and changes to fund or account numbers; said corrections/clarifications/changes may be made orally, electronically or by any other means.
