TRADE, COMMERCE, AND TOURISM COMMITTEE REPORT relative to issues related to San Pedro Waterfront redevelopment efforts.

 

Recommendations for Council action, as initiated by Motion (Buscaino - Price):

 

  1. INSTRUCT the Los Angeles Harbor Department, Chief Legislative Analyst (CLA), City Administrative Officer (CAO), and Economic and Workforce Development Department (EWDD), and REQUEST the City Attorney to evaluate and present options for overcoming the limitations of a 50-year lease term and recommend management options for the San Pedro Waterfront Master Plan, including the creation of a non-profit development organization, joint powers authority or other similar district that would coordinate all development, property management, planning, and event programming in the Waterfront Master Plan area and report to the Trade, Commerce, and Tourism Committee within 60 days.

  2. INSTRUCT the Department of City Planning and Los Angeles Department of Transportation, and REQUEST the Metropolitan Transit Authority, to report on transportation and circulation plans for San Pedro, with an emphasis on efforts to connect San Pedro to the regional light rail network.

  3. INSTRUCT the Harbor Department and EWDD, with the CLA and other departments as appropriate, to retain a consultant funded by the Harbor Department. This consultant will conduct a real estate and market analysis and evaluate opportunities and constraints of housing developments on Harbor Department, City of Los Angeles, and other public and privately owned property along the Waterfront and in downtown San Pedro including site specific studies and an evaluation of the feasibility of constructing housing on state tidelands and recommend options for further action.

  4. INSTRUCT the Harbor Department to consider developing a phased approach to the implementation of the Ports O' Call development including performance measures to ensure that the project is completed in a timely manner that creates retail, dining, and entertainment attractions that generate seven days a week and evening activity.

  5. INSTRUCT the Harbor Department to consider crafting a scope of development that will encourage an authentic and unique experience that distinguishes itself from local competing venues with appropriate architectural themes and a mix of uses.

  6. INSTRUCT the Harbor Department to report within 60 days on an infrastructure improvement plan for the Waterfront, including funding requirements, financing options, and phasing.

  7. INSTRUCT the Harbor Department to report within 60 days on projects and implementation timelines to improve linkages between pending and implemented developments within the Waterfront Master Plan area to improve access and viability of these project elements.

  8. INSTRUCT the Harbor Department to report to Council on the implementation of the Waterfront Master Plan on an annual basis.

CONTINUED CONSIDERATION OF RULES, ELECTIONS AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT and RESOLUTIONS relative to recommendations for the City's 2015-16 State and Federal Legislative Programs.

 

Recommendations for Council action, SUBJECT TO THE CONCURRENCE OF THE MAYOR:

 

  1. ADOPT the accompanying RESOLUTIONS recommending legislative positions to include in the City's 2015-16 State Legislative Program as submitted by the Department of Transportation a) Delegate Initial Reviews of Parking Citations to (Contracted) Processing Agency; b) Vulnerable Roadway Users; c) Installment Payment for Parking Violations; d) Prohibit Superior Court appeals of parking citations if there was no administrative hearing decision; e) Prohibit Small Claims Court jurisdiction over parking citation disputes; f) Parking Regulations - Scofflaws/Unpaid Parking Citations; and g) Inoperable Parking Meters - Repeal of Assembly Bill (AB) 61 (Gatto).

  2. ADOPT the accompanying RESOLUTIONS to include in the City's 2015-2016 Federal Legislative Program positions as submitted by the Economic and Workforce Development Department to SPONSOR and/or SUPPORT a) the Modernizing American Manufacturing Bonds Act or similar legislation to modernize Industrial Development Bonds including an expanded definition of manufacturing and an increase in bond and capital expenditure limitations; b) the continuation of the EB-5 Visa Program beyond September 2015; and, c) legislation to establish within the US Department of Treasury a Youth Jobs Fund, with adequate funding appropriation to support summer youth programs.

  3. ADOPT the accompanying RESOLUTIONS to include in the City's 2015-2016 State Legislative Program positions as submitted by the Economic and Workforce Development Department to SPONSOR and/or SUPPORT a) the establishment of Community Revitalization and Investment Authorities and/or any similar legislation to provide financing and implementation tools to address blighting conditions within the City of Los Angeles; and, b) a California New Markets Tax Credit program that is allocated to local clearing houses similar to the federal program.

  4. ADOPT the accompanying RESOLUTIONS to include in the City's 2015-2016 State Legislative Program positions as submitted by the Department of Recreation and Parks to SPONSOR and/or SUPPORT legislation or administrative action that would a) Provide funding for safe neighborhood parks, rivers and coastal protection for the creation, maintenance, restoration and protection of parks and recreation facilities; and b) Amend the State Quimby Act to address the administration and use of interest income generated from in-lieu fees and allow local jurisdictions to adopt policies regarding interest income expenditures.

  5. ADOPT the accompanying RESOLUTION to include in the City's 2015-2016 Federal Legislative Program as submitted by the Housing and Community Investment Department SUPPORT for legislation or administrative action to amend the Internal Revenue Code of 1986 to make permanent and expand the minimum tax credit rate for the low-income housing tax credit program.

  6. ADOPT the accompanying RESOLUTIONS to include in the City's 2015-2016 State Legislative Program as submitted by the Housing and Community Investment Department SUPPORT for legislation or administrative action that would a) Create a permanent source of funding for affordable housing; and b) Provide legislative clarification that would allow the mandate of rent restrictions on inclusionary units. 

 

Fiscal Impact Statement: None submitted by the Chief Legislative Analyst. The City Administrative Officer has not completed a financial analysis of this report.

INSTRUCT the Los Angeles Housing and Community Investment Department to further report on policy issues associated with amendments to SB 628 (Becall) which authorized the creation of Enhanced Infrastructure Financing Districts, including any proposed legislative policies for consideration in the City's 2015-16 State Legislative Program.
