PUBLIC SAFETY COMMITTEE REPORT relative to the Los Angeles Fire Department (LAFD) Fiscal Year (FY) 2013-14 California Joint Apprenticeship Committee (CAL-JAC) Revolving Training Fund 40K Annual Report.

 

Recommendation for Council action:

 

APPROVE the LAFD report to the Board of Fire Commissioners dated September 2, 2014 (attached to the Council file), relative to the FY 2013-14 CAL-JAC Revolving Training Fund 40K Annual Report.

 

Fiscal Impact Statement: The LAFD reports that the CAL-JAC reimbursement program directly affects the Department's budget. Monies in the fund are used for the training of paramedic and firefighter personnel. They provide the necessary support services to accomplish the training, which may include, but are not limited to classrooms, instructors, fire apparatus, audiovisual equipment, books, and other instructional supplies that are not covered by the General Fund.

PUBLIC SAFETY COMMITTEE REPORT relative to the Los Angeles Fire Department (LAFD) Fiscal Year (FY) 2013-14 Special Training Fund 40J Annual Report.

 

Recommendation for Council action:

 

APPROVE the LAFD report to the Board of Fire Commissioners dated September 2, 2014 (attached to the Council file), relative to the FY 2013-14 Special Training Fund 40J Annual Report.

 

Fiscal Impact Statement: The LAFD reports that the State's annual training reimbursement to the LAFD is critical due to the cost of annual training fees that rise significantly each year. If the Vocation Education Training funding was interrupted, numerous mandatory certifications and re-certifications could not occur within the Department's current budget.

MOTION (BUSCAINO - HUIZAR) relative to funding for the acquisition of 427 North Gaffey Street.

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. TRANSFER/APPROPRIATE $695,000 in the Pipeline Franchise Revenue portion of the Council District 15 Real Property Trust Fund No. 697 to a new account in the General Services Trust Fund No. 843, entitled Welcome and Bandini Parks Access, for use in the acquisition of 427 North Gaffey Street.

  2. AUTHORIZE the Department of General Services (GSD), with the assistance of the City Attorney, to prepare and execute any documents necessary, including but not limited to the purchase and sale agreement, to effectuate the acquisition of 427 North Gaffey Street (APN: 7447-029-011) in San Pedro.

  3. AUTHORIZE the GSD to make any technical corrections or clarifications to the above fund transfer instructions in order to effectuate the intent of this Motion.

MOTION (PRICE - BUSCAINO) relative to funding to support community services in Council District Nine.

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. TRANSFER/APPROPRIATE $149,000 within the General City Purposes Fund No. 100/56, Account No. 00866 (CD 9 sub-account of the Special Event Fee Subsidy) to Account No. 0709 (CD 9 Community Services) for further support of community services in Council District Nine.

  2. AUTHORIZE the City Clerk to make any corrections, clarifications or revisions to the above fund transfer instructions, including new instructions, in order to effectuate the intent of this Motion, and including any corrections and changes to fund or account numbers; said corrections/clarifications/changes may be made orally, electronically or by any other means.

CONTINUED CONSIDERATION OF COMMUNICATION FROM THE LOS ANGELES HOUSING AND COMMUNITY INVESTMENT DEPARTMENT (HCIDLA) and RESOLUTIONS relative to authorization to issue up to $1,112,500 of Supplemental Tax-Exempt Multi-Family Conduit Revenue Bonds for three affordable housing projects.

Fiscal Impact Statement:  The HCIDLA reports that there will be no fiscal impact on the General Fund as a result of the issuance of the bonds. The City is a conduit issuer and does not incur liability for repayment of the bonds. The bond debt is payable solely from revenues or other funds provided by the borrower. The City does not incur liability for repayment of the bonds.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

 

  1. ADOPT the RESOULTIONS included in the transmittal from the Housing and Community Investment Department (HCID) dated January 9, 2014, authorizing the issuance of up to $12,237,500 in tax-exempt multi-family conduit revenue bonds in the form of multi-family collateralized notes for the development of the One Wilkins Place, Figueroa Senior Housing and Normandie Senior Housing Projects.

  2. APPROVE the related loan doucments, subject to the approval of the City Attorney as to form.

  3. REQUIRE that Boston Private Band and Trust Company fulfill the reporting requirements of the Responsible Banking Ordinance adopted by the Council on May 25, 2012 (Council file 09-0234) prior to the execution of the relevant loan documents.

  4. AUTHORIZE the General Manager, HCID, or designee, to negotiate and execute the relevant loan documents related to the tax-exempt bonds, subject to the approval of the City Attorney as to form.
