Recommendations for Council action:

  1. RECEIVE and FILE the LADOT report to Council dated September 19, 2014 (attached to the Council file), relative to reducing the Department's response time for removing abandoned vehicles.

  2. INSTRUCT the LADOT to reformat its presentation of abandoned vehicle report data, to provide a graphical analysis of the data in a monthly or quarterly format, and to provide separate data for the time required and the number of abandoned vehicles identified, marked, and moved or towed.

TRANSPORTATION COMMITTEE REPORT relative to closing a street segment to allow for the safe passage of students crossing Court Street from Our Lady of Loretto Elementary School to the adjacent playground.

 

Recommendations for Council action, as initiated by Resolution (O'Farrell - Parks):

  1. RESOLVE and FIND, in accordance with Section 21102 of the California Vehicle Code, that it is necessary to close Court Street, between North Union Avenue and Belmont Avenue, during the hours of 7:00 a.m. to 6:00 p.m. Monday through Friday, to allow for the safe passage of students crossing Court Street from Our Lady of Loretto Elementary School class rooms to the school's adjacent playground area.

  2. RESOLVE to require Our Lady of Loretto Elementary School to install appropriate barriers for the above closure, subject to the approval of the Los Angeles Department of Transportation (LADOT).

  3. RESOLVE that barriers shall be placed so that access to nearby commercial and residential properties is minimally impacted.

  4. RESOLVE to require Our Lady of Loretto Elementary School to obtain any necessary permits relative to school-related street closures.

  5. INSTRUCT the LADOT to post such signs necessary to effectuate the intent of this action.

HOUSING COMMITTEE REPORT relative to a Request for Proposal (RFP) for citywide fair housing services.

 

Recommendations for Council action:

  1. AUTHORIZE the General Manager, Los Angeles Housing and Community Investment Department (HCIDLA), or designee, to issue and release an RFP for contractor(s) to provide citywide fair housing services in substantial conformance with the draft RFP included as Attachment B of the HCIDLA transmittal dated August 27, 2014 (attached to Council file No. 14-1205), subject to approval of the City Attorney as to form.

  2. DIRECT the General Manager, HCIDLA, or designee, to assess the responses of the RFP and submit the evaluation results with recommendations to the Mayor and the City Council, including funding amounts and necessary implementation instructions.

Fiscal Impact Statement:  The HCIDLA reports there will be no impact on the General Fund.
