- National and international best practices for training officers, and what additional training programs could be implemented in the LAPD.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:
- ADOPT the Authorizing Resolution, including various bond documents, which authorizes the issuance of the MICLA Lease Revenue Refunding Bonds, Series 2021 (Capital Equipment and Real Property) in one or more series (the Bonds).
- PRESENT and ADOPT the accompanying Ordinance, dated January 14, 2021, providing for the issuance of lease revenue bonds by the MICLA, which are being issued to refund certain lease revenue bonds issued by MICLA, by approving the lease and sublease of certain real property by the City of Los Angeles, as lessor and sublessee, to and from MICLA, as lessee and sublessor.
- INSTRUCT the Controller to create one or more accounts in the Capital Finance Administration Fund (Fund No. 100/53) that will be used to pay for future lease payments on the Bonds.
- AUTHORIZE the CAO to make technical corrections and adjustments as necessary to those transactions included in this report to implement the Mayor and Council intentions.
Fiscal Impact Statement: The CAO reports that the issuance of the Bonds will be an obligation of the General Fund, subject to annual appropriations in the Adopted Budget. The resulting semi-annual lease payments are scheduled for April 15 and October 15 and will be paid from funds in the Capital Finance Administration Fund (Fund No. 100/53). The Bonds are expected to generate $4.59 million in 2020-21 General Fund cash flow savings. The first lease payments will be made on October 15, 2021.
Financial Policy Statement: The CAO reports that the issuance of the Bonds will not cause the City's debt service payments to exceed six percent of General Fund revenues for non-voter approved debt as established in the City’s Financial Policies (see Attachment A of the CAO report dated January 13, 2021, attached to the Council file), since there are no new bonds (new money) being issued with this financing.
Debt Impact Statement: The CAO reports that the MICLA Lease Revenue Bonds are a General Fund obligation. The lease payments to MICLA are annually budgeted in the Capital Finance Administration Fund (Fund No. 100/53). Based on current market rates, the average annual debt service for the Bonds is between $16.27 million and $16.48 million over 18 years, until May 1, 2039. The total estimated debt service, including total principal and interest, over the life of the Bonds is between $287.38 million and $291.04 million. The estimated present value savings from the refunding of the Refunded Bonds is between $13.8 million and $17.6 million. The higher range of savings is based on whether there is a Bond Exchange of the 2019 Bonds for the current refunding tax-exempt bonds and the remaining Refunded Bonds are advance refunded by the taxable Bonds. The lower end of savings assumes that there is no Bond Exchange and all of the Refunded Bonds are advance refunded on a taxable basis. Actual interest rates may differ as rates are dependent on market conditions at the time of issuance.

Fiscal Impact Statement: The CAO reports that there is no impact to the General Fund. Approval of the Resolution will have an estimated fiscal impact of $1,732,787.04 million to the Water and Power Revenue Funds over the additional five-year term of the Lease Amendment, and will be funded accordingly to support this purpose.
Financial Policies Statement: The CAO reports that the recommended action complies with the LADWP's Financial Policies in that funding is available for this purpose.

- DESIGNATE the CAO as the grant administrator for the HHAP Program Round 2.
- DIRECT the CAO to submit the City's application for the HHAP Program Round 2 to the State of California Business, Consumer Services and Housing Agency, by January 22, 2021.

- AUTHORIZE the City Administrative Officer to:
a. Prepare Controller instructions or make any necessary technical adjustments, including adjustments to the names of the Special Fund accounts recommended in this report, consistent with the Mayor and Council action in this matter, and authorize the Controller to implement these instructions.
b. Prepare any additional Controller instructions to reimburse City Departments for their accrued labor, material or permit costs related to projects in this report consistent with the Mayor and Council action on this matter, and authorize the Controller to implement these instructions.
Fiscal Impact Statement: The CAO reports that there will be no impact to the General Fund at this time as a result of the recommendations. The City will receive $55,750,000 from the State of California through the HHAP Program Round 2 to support the recommendations in this report. The estimated cost to operate the Covid-19 Homeless Roadmap interventions, ABH operations and hygiene programs in Fiscal Year 2022-23 is $61,784,831. If the City does not receive additional State funding, these costs will be considered through the City’s annual budget process, which is subject to Mayor and Council approval.
