PRESENT and ADOPT the accompanying ORDINANCE dated October 28, 2020 authorizing and providing for the sale of certain City-owned real property located at 4314 West Adams Boulevard to Adams Terrace, L.P., a California limited partnership (Buyer). 

Fiscal Impact Statement: None submitted by the City Attorney. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

COMMUNICATION FROM THE DEPARTMENT OF GENERAL SERVICES (GSD) relative to a Supplemental Agreement to Contract No. C-130574 with Corovan, Inc. for moving and relocation services, to extend the Contract term for one year.

Recommendation for Council action:

AUTHORIZE the GSD to execute a Supplemental Agreement to Contract No. C-130574 between the City and Corovan, Inc. for moving and relocation services, to extend the Contract term for one year from December 2, 2020 to December 2, 2021.

Fiscal Impact Statement: The GSD reports that there is no impact to the General Fund associated with the Supplemental Agreement. Funding in the amount of $100,000 for Contract No. C-130574 is available in the GSD's 2020-21 Contractual Services Account. Additional funding could be made available from requesting City departments if more services are required beyond the GSD's budgeted amount.

CONSIDERATION OF MOTION (DE LEON - MARTINEZ) relative to the agreement with Downtown Women’s Center (DWC) to develop the City-owned parcel located at 501 East 5th Street into permanent supportive housing, and affordable housing.

Recommendations for Council action:

1. AUTHORIZE the General Manager, Los Angeles Housing and Community Investment Department, or designee, to negotiate and execute an Exclusive Negotiation Agreement with the DWC and/or its limited partnership, for one year, with an option to extend for one year, to develop the City-owned parcel located at 501 East 5th Street (Assessor Parcel No. 5147-007-9001) into permanent supportive housing, affordable housing, and/or other services as needed to address the needs of homeless women in Skid Row.
   
   
2. REQUEST the City Attorney to prepare any documents necessary to facilitate or implement the Exclusive Negotiating Agreement with DWC for the property.
