INFORMATION TECHNOLOGY AND GENERAL SERVICES and PUBLIC SAFETY COMMITTEES' REPORT relative to expanding the Community Online Reporting Service (CERS) to include cybercrimes.

 

Recommendations for Council action, pursuant to Motion (Blumenfield - Bonin):

 

  1. INSTRUCT the Los Angeles Police Department (LAPD) to report in regard to the feasibility and opportunities to expand CERS to include cybercrimes.

  2. INSTRUCT the LAPD and REQUEST the City Attorney to report in regard to the feasibility of allowing those under the age of 18 to file a police report.

  3. INSTRUCT the LAPD to work with the Information Technology Agency (ITA) to report in regard to the feasibility of linking the MyLA311 app to CERS in such a way that a community member can be redirected from MyLA311 to CERS, or integrated so that a community member can make a police report on MyLA311 which is then sent to the LAPD.

  4. INSTRUCT the LAPD and ITA to report in regard to the feasibility of expanding MyLA311 to include a crime tip line that will allow community members to log reports on cybercrime red-flags.

HOMELESSNESS AND POVERTY COMMITTEE REPORT relative to the establishment of a Commission on Lived Experience with Homelessness.

 

Recommendations for Council action, pursuant to Motion (Bonin - Harris-Dawson):

 

  1. INSTRUCT the Chief Legislative Analyst (CLA), with the assistance of other departments of agencies as appropriate, to make recommendations to the City Council on the most effective way to establish a Commission on Lived Experience with Homelessness, composed entirely of people who are currently, or have been in the recent past, homeless in Los Angeles. The recommendations should include the following considerations:

    1. The size of the commission, length of terms of service, and the appointing authority.

    2. Potential changes to ordinances, administrative code, and/or City Council rules to form the commission, and to insure that it can have reports heard and considered by the City, and that its members can be granted time to speak on legislative and budgetary matters impacting homelessness.

    3. Requirements to represent different segments of the diverse homeless population in Los Angeles, including people with different levels of acuity, length of time homeless, experience with economic hardship, substance abuse, domestic violence, or mental or physical disability, and other factors.

    4. Requirements to be reflective of the demographics of the City's homeless population, accounting for the dramatic over-representation of African-Americans in our homelessness population, and including proper representation for seniors, veterans, women, immigrants, youth, and transgender communities, among others.

    5. Appropriate funding and resources, including dedicated staff time, training, access to materials and technological resources, and stipends or honoraria for service.

  2. DIRECT the CLA, in crafting the recommendations, to consult with people who are or have been homeless in Los Angeles, with people who have served on Lived Experience advisory commissions in Austin, Texas, and Vancouver, Canada, and other jurisdictions, and with resources outlining best practices in forming advisory committees of lived experience.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. PRESENT and ADOPT the accompanying ORDINANCE dated July 6, 2020 amending Schedule A of Los Angeles Administrative Code Section 4.61 to amend the salaries of the non-represented classification and paygrades of Senior Benefits Analyst I and II, Class Codes 9108 and 9109, respectively. 

  2. AUTHORIZE the Controller and CAO to correct any clerical errors, or, if approved by the City Attorney, any technical errors in the Ordinance.

     

Fiscal Impact Statement:  The CAO reports that any costs associated with the changes reflected in the attached Ordinances will be absorbed within budgeted funds for the employing departments.
