Recommendations for Council action:

 

  1. FIND that the Dedication is categorically exempt from the California Environmental Quality Act of 1970 pursuant to Article III, Class 5(19) of the City's Environmental Guidelines.

  2. ACCEPT the petitioner's offer for the Dedication, substantially as shown on the Exhibit Map of the August 8, 2019 City Engineer report, attached to the Council file.

  3. AUTHORIZE the Board of Public Works to acquire the Dedication.

  4. INSTRUCT the City Clerk to forward a copy of the Council action on this project to the Bureau of Engineering, Real Estate Division for processing.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 

 

  1. INSTRUCT and AUTHORIZE the Los Angeles Housing and Community Investment Department (HCIDLA) to increase the previous loan commitments to Rolland Curtis East, L.P. (East Borrower) for Rolland Curtis East, located at 1077 West 38th Street, by $680,480, consisting of $669,127 of USC Funds from the Bethune Project funds and $11,353 with Affordable Housing Trust Fund Forward Commitment Program funds, bringing the total amount of assistance for this project to $1,680,480.

  2. INSTRUCT and AUTHORIZE the HCIDLA to increase previous loan commitments to Rolland Curtis West L.P. (West Borrower) for Rolland Curtis West, located at 1077 West 38th Street, by $591,279 with Affordable Housing Trust Fund Forward Commitment Program funds, bringing the total amount of loan assistance for this project to $5,891,279. 

  3. AUTHORIZE the Controller to establish new accounts and transfer appropriations within the Affordable Housing Trust Fund No. 44G as follows listed below and to expend these funds, totaling $1,271,759, upon receipt of proper demand by the General Manager, HCIDLA, or designee:
