DIRECT the Department of City Planning (DCP), with the assistance of the City Attorney, to prepare and present an emergency ordinance or ordinances to do the following:
- Extend all expiring Conditional Use Permits (CUP) for a period of 12 months after the expiration of the Coronavirus COVID-19 Emergency Declaration, unless the Los Angeles Police Department or the Council Office provides the DCP with a written statement of reasons why the business has created a nuisance or otherwise should not be renewed.
- Suspend any requirement that a property owner or business provide additional parking in connection with a change of use in an existing structure, where such change of use occurs during the 12 months after the expiration of the Coronavirus COVID-19 Emergency Declaration.
- Suspend any condition requiring a property owner or business to provide off-site or valet parking, for a period of six months after the expiration of the Coronavirus COVID-19 Emergency Declaration.
- Implement the Restaurant Beverage Program as instructed by Council on August 14, 2018, to be made retroactive to include any pending applications for CUPs where the applicant accepts the standard conditions of the Restaurant Beverage Program.

- APPROVE the repayment of rents over a period of six months, following the end of the local emergency period, for those Van Nuys Airport tenants eligible for rent deferral under Ordinance No. 186585.
- CONCUR with the action taken by the BOAC on May 7, 2020, by Resolution No. 27018, authorizing the Interim Chief Executive Officer, Los Angeles World Airports, to execute letter agreements for appropriate Van Nuys Airport Tenants.

- Identifying key actions the City can take to strategically address the immediate need for direct aid and to transition those strategies into economic recovery, stability, and growth for all Angelenos, including job creation opportunities particular for working families and those often overlooked both during times of need as well as times of economic prosperity.
- Engaging both the philanthropic community as well as local community-based organizations, grassroots non-profits, and neighborhood leaders in frontline communities to help inform community-defined solutions and opportunities.
- REQUEST the Controller to establish a new emergency fund, the COVID-19 Federal Relief Fund within Department 10 to receive and disburse the Federal Coronavirus Relief Funds.
- DESIGNATE the City Administrative Officer (CAO) as the grant administrator and be authorized to execute any necessary documents to accept funding on behalf of the City.
- INSTRUCT the CAO to spend funds from the COVID-19 Federal Relief line item at the direction of the Ad Hoc Committee on COVID-19 Recovery and Neighborhood Investment that is established to oversee the economic recovery from the COVID-19 public health crisis.
