HEALTH, EDUCATION, NEIGHBORHOODS, PARKS, ARTS, AND RIVER COMMITTEE REPORT relative to the Proposition K (Prop K) Tenth Funding Cycle Request for Proposals (RFP) that includes funding from Prop K, Health Alternatives to Smoking Trust Fund, and the Vermont Western Station Neighborhood Area Plan Parks First Trust Fund (PFTF).

Recommendations for Council action:

 

  1. APPROVE the Tenth Funding Cycle RFP, substantially in the form reflected in the January 31, 2020, L.A. for Kids Steering Committee report, attached to the Council file, that includes funding from Prop K, Health Alternatives to Smoking, and Vermont Western Station Neighborhood Area PFTF, subject to review and approval by the City Attorney, and authorize its release on or about Thursday, February 27, 2020.

  2. AUTHORIZE the Bureau of Engineering to amend the total funding availability for the PFTF reflected in the Prop K Tenth Cycle RFP from the current level of $3,469,659 to a revised level of $3,150,010, in order to reimburse the Community Development Block Grant $376,056 in PFTF monies for a prior project funded by this source, as previously approved by Council through Council file No. 11-1150-S5, and also adjust the PFTF maintenance level by $56,408, from $612,292 to a revised level of $555,884.

  3. AUTHORIZE the L.A. for Kids Steering Committee staff, with the assistance of the City Attorney, to make technical modifications to the attached Tenth Cycle RFP.
               

Fiscal Impact Statement:  The L.A. for Kids Steering Committee reports that there is no associated General Fund impact as the report recommends administrative actions for the Tenth Cycle Prop K Competitive RFP. City departments that receive Tenth Cycle funding awards may have increased operational and maintenance costs that would be addressed as part of the City budget process in future years as the respective capital projects are completed. Funding made available through the RFP will be programmed over a three year period from July 1, 2021 through June 30, 2024.

HEALTH, EDUCATION, NEIGHBORHOODS, PARKS, ARTS, AND RIVER COMMITTEE REPORT relative to the Proposition K (Prop K) revised competitive funding available for the Prop K Tenth Cycle competitive funding Request for Proposals (RFP).

Recommendations for Council action:

 

  1. APPROVE the revised competitive funding total of $16,145,276 that is available for programming, along with the recommended distribution of monies by region and funding categories as set forth in the January 31, 2020 L.A. for Kids Steering Committee report, attached to the Council file, and authorize staff to incorporate the revised balances as part of the forthcoming Prop K Tenth Cycle RFP.

  2. AUTHORIZE the City Administrative Officer to make technical changes, as necessary, to the transactions authorized through the January 31, 2020 L.A. for Kids Steering Committee report, attached to the Council file, as required, to implement the Mayor and Council’s intentions.
               

Fiscal Impact Statement:  The L.A. for Kids Steering Committee reports that there is no associated General Fund impact as this report recommends administrative actions for the Tenth Cycle Prop K Competitive RFP. PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT relative to initiating consideration of the property located at 7050 - 7054 West Hawthorn Avenue for inclusion on the City list of Historic-Cultural Monuments.

 

Recommendations for Council, as initiated by Motion (O'Farrell - Blumenfield):

 

  1. INITIATE consideration of the property located at 7050 - 7054 West Hawthorn Avenue as a City Historic-Cultural Monument under the procedures set forth in Section 22.170.10 of the Los Angeles Administrative Code.

  2. INSTRUCT the Department of City Planning to prepare the Historic Cultural Monument application for review and consideration of the Cultural Heritage Commission.

  3. REQUEST, that after reviewing the application, the Cultural Heritage Commission submit its report and recommendation to the City Council regarding the inclusion of the property located at 7050 - 7054 West Hawthorn, on the City list of Historic-Cultural Monuments.

 

Fiscal Impact Statement:  Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

HEALTH, EDUCATION, NEIGHBORHOODS, PARKS, ARTS, AND RIVER COMMITTEE REPORT relative to a revised project budget for the Alpine Recreation Center Expansion Project.

Recommendation for Council action:

 

AUTHORIZE an increase of $1.54 million in the approved project budget from $9,764,802 to a revised total of $11,308,802 with the condition that completion of the pedestrian linkages required to satisfy the Proposition K scope be prioritized within available funding.
           

Fiscal Impact Statement:  The L.A. for Kids Steering Committee reports that there is a projected impact on the General Fund of at least $686,034 based on the current shortfall and a pending award of $872,000 in Sites and Facilities that is recommended from the 2019-20 Third Construction Projects Report (Council file No. 19-0926-S2) as a partial funding offset. The project does not qualify for additional Proposition K funding because the specified scope is limited to acquisition. Anticipated costs for this new facility would be addressed in the City Budget process following the project completion.

HEALTH, EDUCATION, NEIGHBORHOODS, PARKS, ARTS, AND RIVER COMMITTEE REPORT and RESOLUTION relative to applying and accepting Proposition 68 grant funds for the Rhodes Park Project (Project).

Recommendation for Council action, SUBJECT TO THE APPORVAL OF THE MAYOR:

 

ADOPT the accompanying RESOLUTION which approves the filing of the Proposition 68 application packet detailed in Attachment No. 2 of the December 18, 2019 Board of Recreation and Parks (Board) report; certifies that the Department of Recreation and Parks (RAP) has reviewed, understands and agrees to the general provisions contained in the sample grant agreement with the State as detailed in Attachment No. 3 of the Board report; and delegates authority to the RAP's General Manager, Executive Officer, or Assistant General Manager, or designee, to conduct all negotiations, execute and submit all documents, including, but not limited to grant applications, agreements, amendments, payment requests, and all other required documents necessary for the completion of the Project.
           

Fiscal Impact Statement:  The Board reports that there is no anticipated fiscal impact to RAP’s General Fund in applying for Proposition 68 funds for the Project and accepting the grant funds when awarded. The maintenance costs after completion is unknown at this time.

HEALTH, EDUCATION, NEIGHBORHOODS, PARKS, ARTS, AND RIVER COMMITTEE REPORT relative to an agreement with the Los Angeles Theatre Academy, Incorporated (LATA), for use of the Elysian Park Recreation Center, located at 929 Academy Road, to provide performing arts after-school and day camp programs.

Recommendation for Council action:

 

AUTHORIZE the President and Secretary, Board of Recreation and Park Commissioners, to execute the proposed Agreement between the City and LATA for the use of the Elysian Park Recreation Center to provide performing arts after-school and day camp programs, for a term of three years with one three-year extension option, subject to the approval of the City Attorney as to form.
           

Fiscal Impact Statement:  The City Administrative Officer reports that LATA will pay the Department of Recreation and Parks an annual cost recovery fee of $5,196 and is responsible for maintenance and repair costs related to their operation at the Elysian Park Recreation Center. There is no known impact on the General Fund. To the extent applicable, the recommendation stated in the report complies with the City Financial Policies in that user charges and fees are set to support the full cost of operations for which the fees are charged.
