- ADVISE the applicant, pursuant to Los Angeles Municipal Code Section 12.32 G:
...property shall not remain in a Q Qualified classification for more than six years unless during that time: (1) there is substantial physical development of the property to allow for one or more of the uses for which the Q Qualified classification was adopted; or (2) if no physical development is necessary, then the property is used for one or more of the purposes for which the Q Qualified classification was adopted... When these time limitations expire, the Q Qualified classification and the authority contained therein shall become null and void, the rezoning proceedings shall be terminated, and the property thereafter may only be utilized for those purposes permitted prior to the commencement of such rezoning proceedings.

Fiscal Impact Statement: The CAO reports that there is no General Fund impact associated with the recommendations in this report. The total cost of the Underserved Victim Advocacy and Outreach Program is $230,235, of which $218,750 will be reimbursed by the California Office of Emergency Services. Reimbursable expenses include $185,419 for personnel costs ($101,817 for direct costs and $83,602 for related costs), $31,134 for contractual services, $1,584 for travel, $413 for office and administrative supplies, and $200 for emergency funds for victims. The remaining balance of $11,485 will be matched in-kind by the City through UVAOP volunteer hours at the State-accepted rate of $15 per hour. Funding for the City Attorney Administrative Coordinator is available in the 2019-20 Adopted Budget, and funding for the two requested Witness Service Coordinators will be provided in full by the FY 2019-20 Underserved Victims Advocacy and Outreach Program. The recommendations in this report comply with the City’s Financial Policies in that grant-related expenses will be funded by grant funds.
