AD HOC ON THE 2028 OLYMPICS AND PARALYMPIC GAMES COMMITTEE REPORT relative to grant awards from the Los Angeles 2028 Organizing Committee for the 2028 Olympic and Paralympic Games (LA2028) for use by the Department of Recreation and Parks (RAP) for citywide youth sports programs, and Youth Sport Participation Agreement (YSPA).

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

1. AUTHORIZE the RAP to accept and receive a grant from LA2028 in the amount of $160,000,000, inclusive of a previously authorized receipt of $2,767,955 for the SwimLA 2018 and 2019 programs.
   
   

2. APPROVE the YSPA between the City, acting through RAP and LA2028, substantially in the form set forth in the Board of Recreation and Parks Commissioners report to Council dated December 18, 2019.
   
   

3. AUTHORIZE the General Manager, RAP, to execute the final form of the YSPA, substantially in the form as set forth in the Board of Recreation and Parks Commissioners Report No. 19-240 dated December 18, 2019.
   
   

4. APPROVE the RAP Spring 2020 Project Plan.
   
   

5. AUTHORIZE the RAP to accept and receive an allocation from LA2028 for the 2028 Olympic and Paralympic Games in the amount of $4,114,243 as outlined in the RAP Spring 2020 Project Plan.
      

Fiscal Impact Statement: The City Administrative Officer (CAO) and Chief Legislative Analyst report that this action will not impact the General Fund. Funding is provided by Youth Sport Partnership Fund which shall receive quarterly allocations of funds from the LA2028 consistent with the 2028 Youth Sport Partnership Agreement. The Youth Sport Partnership Fund is administered by the CAO, or designee. Approval of the proposed agreement complies with City financial policies.
