STATUTORICAL EXEMPTION and HOMELESSNESS AND POVERTY COMMITTEE REPORT relative to a Bridge Housing project located at 310 North Main Street, Space 300, Los Angeles, CA 90012.

Recommendations for Council action, as initiated by Motion (Huizar - Bonin), SUBJECT TO THE APPROVAL OF THE MAYOR:

  1. DETERMINE the Bridge Housing facility on 310 North Main Street, Space 300 Los Angeles, CA 90012, which allows for the development and use of the site as a Bridge Home homeless shelter, is statutorily exempt under Public Resources Code Sections 21080.27 for City of Los Angeles bridge homeless shelters, and 21080(b)(4) as a specific action necessary to prevent or mitigate an emergency, as also reflected in State Categorical Exemption from the California Environmental Quality Act Guideline Section 15269(c); as set forth in the Notice of Exemption attached to the Council file.

  2. APPROVE funds in an amount up to $5,232,464 to complete the design and construct the A Bridge Home facility located at 310 North Main Street, Space 300, Los Angeles, CA 90012.
           
  3. AUTHORIZE the Controller to process a Reserve Fund loan in the amount of $5,232,464 to support the project, which will be reimbursed through State of California Homeless Housing, Assistance, and Prevention Program (HHAPP) grant receipts.

  4. INSTRUCT the City Administrative Officer (CAO) to reimburse the Reserve Fund Loan upon receipt of the City’s HHAPP grant award.

  5. ESTABLISH a new account within the Capital Improvement Expenditure Program Fund No. 100/54, entitled Bridge Housing - Civic Center and appropriate the amount of $584,464.

  6. AUTHORIZE the Controller to appropriate the amount of $5,232,464 to develop a Crisis and Bridge Housing site at 310 North Main Street, Space 300, Los Angeles, CA 90012, and transfer the total of $5,232,464 from the Reserve Fund to the following accounts:

  8. INSTRUCT the City Homeless Coordinator to coordinate with Los Angeles County to identify funds for interim housing operations at this site, including, but not limited to County Measure H revenue, Los Angeles Homeless Services Authority and County HHAPP allocations, or additional State funding.

  9. DIRECT the CAO to prepare any additional Controller instructions or make any necessary technical adjustments consistent with the Mayor and Council action in this matter; and, AUTHORIZE the Controller to implement these instructions.

HOMELESSNESS AND POVERTY COMMITTEE REPORT relative to a funding request from the State’s Homeless Housing, Assistance, and Prevention Program (HHAPP) grant to develop a Safe Parking program on a City owned parking lot located at 19610 Hamilton Avenue.

Recommendations for Council action, pursuant to Motion (Buscaino - Harris-Dawson):

  1. INSTRUCT the City Administrative Officer (CAO) and the Chief Legislative Analyst (CLA) to submit to the Homeless Strategy Committee a request of approximately $219,000 from the State’s pending HHAPP grant to develop a Safe Parking program on a City owned parking lot at 19610 Hamilton Avenue, in the Harbor Gateway community of Council District 15, and that the program include the services as detailed in this Motion.

  2. INSTRUCT the CAO to report to Council with an alternative funding source(s), if the site is not funded by the HHAPP at the time grant funding is committed.

  3. REQUEST Los Angeles Homeless Services Authority to add the 19610 Hamilton Avenue site owned by the Housing Authority of the City of Los Angeles in its next Safe Parking Request For Proposals, use the City funds identified in this Motion, or any other funds that become available to finance the project, be authorized to sole source a contract for the site if no qualified proposals are received, and report to Council on the results of the Request for Proposals.

INSTRUCT the City Administrative Officer (CAO) and Chief Legislative Analyst (CLA) to submit to the Homeless Strategy Committee for review a funding request in the amount of $510,000 using the State's HHAPP grant (City Proposed Category 3 - Prevention, Shelter, Diversion to Permanent Housing, and Bridge Housing Operations) for a one-year weed  abatement employment program for homeless individuals to be operated by the West Valley Alliance in Council District 12.

HOMELESSNESS AND POVERTY COMMITTEE REPORT relative to the shifting of funds in the Homeless Housing, Assistance, and Prevention Program (HHAPP), Category 6 Youth Experiencing Homelessness or At Risk of Homelessness.

Recommendations for Council action, pursuant to (Bonin - Harris-Dawson):

  1. INSTRUCT the City Administrative Officer (CAO) and the Chief Legislative Analyst (CLA) to reprogram categories in their next report to Council with recommendations on the HHAPP funding categories to shift at least $8,786,215 in additional funds to Category 6 Youth Experiencing Homelessness or At Risk of Homelessness.  This represents the 16 percent of the total HHAPP funds allocated to the City.

  2. INSTRUCT the CAO and CLA to adjust HHAPP categories of funding as needed going forward to ensure that Category 6 Youth Experiencing Homelessness or At Risk of Homelessness continues to receive no less than 16 percent of the total HHAPP funds in the City in 2020.
