A 7-foot wide and variable width portion of the easterly side of Western Avenue between 8th Street and approximately 75 feet southerly thereof; also, a 1.5-foot wide and variable width portion of the westerly side of
Oxford Avenue between 8th Street and approximately 85 feet southerly thereof.
- FIND that there is a public benefit to the Vacation. Upon vacation of the street, the City is relieved of its ongoing obligation to maintain the street. In addition, the City is relieved of any potential liability that might result from continued ownership of the involved street easements.
- FIND that the Vacation is in substantial conformance with the purposes, intent and provisions of the General Plan, in conformance with Section 556 of the City Charter.
- FIND that the Vacation is not necessary for non-motorized transportation facilities, in conformance with Section 892 of the California Streets and Highways Code.
- FIND that the Vacation is not necessary for present or prospective public use, in conformance with Section 8324 of the California Streets and Highways Code.
- ADOPT the said City Engineer's report with the conditions contained therein.
Fiscal Impact Statement: The City Engineer reports that the petitioner has paid a fee of $14,980 for the investigation of this request pursuant to Section 7.42 of the Los Angeles Administrative Code (LAAC). Any deficit fee to recover the cost pursuant to Section 7.44 of the LAAC will be required of the petitioner. Maintenance of the public easement by City forces will be eliminated.

- AUTHORIZE the Los Angeles Housing and Community Investment Department (HCIDLA) to issue letters of commitment for each of the projects identified in Table 2A of the September 9, 2019, Proposition HHH Administrative Oversight Committee (AOC) report, attached to the Council file. The recommended projects are the result of the 2018-19 Call for Projects Round 3, and are subject to the following conditions:
- The final Proposition HHH Permanent Housing Loan Program financial commitment will not exceed $238,120,946, per the breakdown of projects listed in Table 2A and summarized on Table 4 of the September 9, 2019, Proposition HHH AOC report, attached to the Council file, including a commitment of $7 million for the project proposed as the result of a Request for Proposals to identify a developer for the City- owned site at 11010 Santa Monica Boulevard.
- The disbursement of Proposition HHH Permanent Housing Loan Program funds will not take place until a project sponsor is able to obtain enforceable commitments for all proposed project funding, including, but not limited to, the full amount of funding and/or tax credits proposed in the Call for Projects application.
- Proposition HHH Permanent Housing Loan Program financial commitments are conditional upon passing HCIDLA's background check process, including a legal review.
- Withhold the Florence Avenue Apartments and Sola at 87th, for further consideration for a maximum of four weeks for community outreach.
- AUTHORIZE the restructuring plan for the Missouri Place Apartments projects described in the report Tables 5 and 6, of the September 9, 2019, Proposition HHH AOC report, attached to the Council file.
