Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. FIND, based on the independent judgement of the decision-maker, after consideration of the whole of the administrative record, the project was assessed in the previously certified Environmental Impact Report (EIR) for the Sunset Bronson Studios Entertainment Center Project, No. ENV-2010-1768-EIR, State Clearinghouse (SCH) No. 2011091029, certified on August 26, 2013 and as supported by the Addendum No. ENV-2010-1768-EIR-ADD1, SCH No. 2011091029, dated July 13, 2018; and pursuant to California Environmental Quality Act Guidelines 15162 and 15164, no subsequent EIR, Negative Declaration or addendum is required for approval of the Project.

  2. ADOPT the FINDINGS of the Los Angeles City Planning Commission (LACPC) as the Findings of Council.

  3. PRESENT and ADOPT the accompanying ORDINANCE dated July 12, 2019, effectuating the establishment of the Sunset Bronson Studios Signage Supplemental Use District pursuant to the provisions of Section 13.11 of the Los Angeles Municipal Code for an existing multi-tenant, mixed-use, creative office campus with on-site motion picture, news station, and television production facilities developed over a 10.55-acre site; comprising of nine structures containing office and production buildings, studio stages, and a parking structure; ranging in height and including 3-story to 5-story stages, a 7-story parking garage, and a 14-story office tower; and containing approximately 688,031 square feet of floor area, for the properties located at 5800, 5808, 5842 West Sunset Boulevard; 1424, 1452, 1456 North Bronson Avenue; and 1351, 1455, 1457 North Van Ness Avenue, subject to Conditions of Approval.

Recommendation for Council action, pursuant to Motion (Bonin - Koretz):

 

INSTRUCT the Department of City Planning, in consultation with the City Attorney, to prepare and present a Zone Change Ordinance to apply the adopted Hillside Construction Regulation Supplemental Use District to a neighborhood in Council District 11, as was done for the Bel Air-Beverly Crest Community, and the Laurel Canyon and Bird Streets neighborhoods, to regulate the construction of single family homes in the hillside areas as follows: 1) the Castellammare neighborhood, generally bounded by Pacific Coast Highway to the South, Tramonto Drive to the North, Porto Marina Way to the West; and 2) the R1-1 zoned properties fronting Revello Drive to the East.

Recommendations for Council action:

 

  1. INITIATE vacation proceeding to vacate a portion of the southeasterly side of La Fayette Park Place between Hoover Street and Wilshire Boulevard as shown on the map attached to the City Engineer report dated June 10, 2019, attached to the Council file, pursuant to California Streets and Highways Code, Division 9, Part 3, Public Streets, Highways and Service Easements Vacation Law.

  2. INSTRUCT the Bureau of Engineering to:

    1. Investigate the feasibility of this vacation request.

    2. Report to Council relative to the feasibility of vacating the requested area.

 

Fiscal Impact Statement: The City Engineer reports that a fee of $47,080 was paid by the petitioner for the investigation of this request pursuant to Section 7.42 of the Los Angeles Administrative Code (LAAC). Any deficit fee to recover the cost pursuant to LAAC Section 7.44 will be required of the petitioner.

Recommendation for Council action:

AMEND the prior Council action of January 22, 2019 regarding the expenditure of State HEAP funds to approve the following recommendation in lieu of Recommendation 6a in the Council action:

Authorize the City Administrative Officer to execute a contract with Hamburger Home, a California nonprofit public benefit corporation dba Aviva Family and Children's Services, in the amount of $2,360,000 to support the rehabilitation of the building at 1701 Camino Palermo Street to establish 42 bridge housing beds for female transition-aged youth (TAY) who are homeless or at risk of homelessness.
