- DETERMINE, based on the whole of the administrative record, pursuant to CEQA Guidelines, Section 15061(b)(3), the Project is not subject to CEQA because it can be seen with certainty that there is no possibility that the Project may have a significant effect on the environment.
- FIND, based on the independent judgement of the decision-maker, after consideration of the whole of the administrative record, the Project was assessed in Mitigated Negative Declaration No. ENV-1998-0184-MND-REC and ENV-1997-0223-MND-REC adopted on July 27, 1999 and June 17, 1998, respectively; and pursuant to CEQA Guidelines 15162 and 15164, as supported by the addendum dated February 12, 2018, no major revisions to the Mitigated Negative Declaration are required; and no subsequent Environmental Impact Report or negative declaration is required for approval of the Project.

- The utilization of the City's Community Plan Update and Housing Element planning processes to establish a fair share distribution of affordable housing on a citywide basis as informed by the Regional Housing Need Assessment process, including but not limited to analyses of minimum affordable housing requirements for each Community Plan Area, how the Community Plan Area will meet its share of the City's affordable housing demand, where existing policy tools will not facilitate affordable housing production, and new mechanisms to reach the identified affordable housing need for each Community Plan Area.
- INSTRUCT the DCP and HCIDLA to report to the PLUM Committee on the above matter, on August 6, 2019.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

AUTHORIZE the Director, Bureau of Sanitation (BOS), or designee, to apply for, accept, negotiate, execute and submit all documents including, but not limited to, applications, agreements, and amendments, subject to the approval of the City Attorney as to form, which may be necessary to secure grant funds in an amount not to exceed $500,000 for alternative fuel vehicle programmatic support for the period January 1, 2019 to December 31, 2023.
- AUTHORIZE the BOS to continue to participate in the Clean Cities Program by completing the re-designation process with the U.S. Department of Energy (DOE) expected to begin during Fiscal Year 2018-19.

AUTHORIZE the BOS to receive, if awarded, grant funds from U.S. DOE or other selected U.S. DOE Vendor and appropriate up to $500,000 in the Environmental Affairs Trust Fund (EATF), Fund No. 537/50, Clean Cities - Program Support.

AUTHORIZE the BOS to transfer and appropriate up to $100,000 each fiscal year from the Environmental Affairs Trust Fund No. 537/50. Appropriation Unit 50_311 Clean Cities - Program Support to Fund No. 100/82 with the following Appropriation Units:

Recommendation for Council action:
APPROVE and AUTHORIZE the General Manager, Personnel Department, or designee, to negotiate and execute a Professional Services Agreement for the Department of Animal Services (DAS) and LA Zoo (Zoo) with Idexx for diagnostic laboratory testing services with a contract term from July 1, 2018 through June 30, 2021 with the option of three additional years in one-year increments for an amount not to exceed $100,000 per year, subject to the review and approval of the City Attorney as to form.
Fiscal Impact Statement: The City Administrative Officer reports that there is no additional General Fund appropriation that is required. The amount expended for these services shall not exceed $50,000 per year for both the DAS and Zoo for a total amount not to exceed $100,000 per year. Funding for this contract has already been provided and is available in each Department’s Contractual Services Account. Execution of this contract complies with the City's Financial Policies in that contract expenditures will be limited to the use of approved budgeted funds.
