IMMIGRANT AFFAIRS, CIVIL RIGHTS, AND EQUITY COMMITTEE REPORT and RESOLUTION relative to declaring the City of Los Angeles as a City of Sanctuary.

 

Recommendation for Council action:

 

ADOPT the accompanying RESOLUTION, declaring the City of Los Angeles to be a City of Sanctuary, protecting the human rights of all our residents.

 

Fiscal Impact Statement:  Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

CONSIDERATION OF MOTION (WESSON - SMITH) relative to instructing the Department of General Services (GSD) to report on vermin and pest control issues within the Civic Center complex, City buildings and/or City-owned or operated facilities in the Downtown Los Angeles community.   

 

Recommendations for Council action:

 

  1. INSTRUCT the GSD to report back on the scope of vermin and pest control issues addressed by the Department during the 2018-19 Fiscal Year, including any actions taken by GSD to abate these issues and protocols for cleaning and clean up within the Civic Center complex owned and/or operated by the City.

  2. INSTRUCT the GSD to conduct an inventory audit of all offices with carpet in City Hall and City Hall East and report back with a plan and cost estimate to remove all carpets in the buildings and replace with alternative flooring.

  3. INSTRUCT the GSD to report back with an assessment of all live plants in any City building, City-owned facility and City-operated facility within the Downtown Los Angeles community, including which varieties are most attractive to vermin.

  4. INSTRUCT the GSD to report back with a draft policy that would require all City employees to secure their food after hours and require custodial services to dispose of all food left out by any employee.

(This matter relates to potential litigation concerning the adequacy of the California Department of Toxic Substances Control's and the United States Department of Energy's analysis of the potential environmental impacts of the proposed cleanup of contamination at the Santa Susana Field Lab facility.)
