AD HOC COMMITTEE ON COMPREHENSIVE JOB CREATION PLAN REPORT relative to a review of the Los Angeles Business Council Institute (LABCi) Small Business Feasibility Study (aka Compete4LA) and analysis of the development and implementation of a regional procurement program.

 

Recommendations for Council action, pursuant to Motion (Krekorian - Harris-Dawson):

 

INSTRUCT the Chief Legislative Analyst (CLA), with the assistance of the City Attorney, City Administrative Officer (CAO), Chief Procurement Officer, and Information Technology Agency, to review the LABCi Small Business Feasibility Study (Compete4LA) and report within 90 days with the following:

 

  1. Analysis and assessment of efficiencies or benefits that could be achieved through development of a regional procurement portal jointly operated by public and private sector partners as discussed and described in the LABCi Small Business Feasibility Study.

  2. Analysis and assessment of a potential legal framework for implementing a regional procurement program and the potential to form a Joint Powers Authority or other governing structure to oversee a regional procurement platform.

  3. Assessment of overall budgetary needs necessary to implement the proposed regional procurement program.

Fiscal Impact Statement:  Neither the CAO nor the CLA has completed a financial analysis of this report.

BUDGET AND FINANCE COMMITTEE REPORT relative to  delinquent accounts receivables submitted by the Los Angeles Department of Building and Safety (LADBS) and the Los Angeles Housing and Community Investment Department (HCIDLA) to the Collections Board of Review (Board). 

 

Recommendations for Council action:

 

  1. APPROVE the Board recommendation to authorize the LADBS to remove from its active accounts receivables 49 accounts totaling $164,780.44 (Board meeting held on January 31, 2018).

  2. APPROVE the Board recommendation to authorize the HCIDLA to remove from its active accounts receivables 175 uncollectible invoices totaling $118,801.05 (Board meeting held on January 31, 2018).

  3. APPROVE the Board recommendation to authorize the LADBS to remove from its active accounts receivables seven accounts totaling $50,110.28 (Board meeting held on July 25, 2018).

  4. APPROVE the Board recommendation to authorize the HCIDLA to remove from its active accounts receivables 96 uncollectible invoices totaling $2,656,886.64 (Board meeting held on July 25, 2018).

 

Fiscal Impact Statement: The Board reports from its meeting held on January 31, 2018 that the proposed action will decrease the City’s receivable base by $283,581.49; and, the Board reports from its meeting held on July 25, 2018 that the proposed action will decrease the City’s receivable base by $2,706,996.92.
