- APPROVE the accompanying RESOLUTION finding and determining that the public interest, convenience and necessity require that the subsurface easements be granted to the LACSD to facilitate the Project.
- APPROVE and AUTHORIZE the General Manager, Department of Recreation and Parks (RAP), to execute the following easement agreements with LACSD District No. 2:
- Over approximately 215 acres of RAP-owned real property commonly known as the Ken Malloy Harbor Regional Park, located at 25820 Vermont Avenue.
- On two locations of said Ken Malloy Regional Park for temporary construction use.
- Over approximately 92.16 acres of RAP-owned real property commonly known as the White Point Nature Preserve and Education Center, located at 1600 West Paseo Del Mar.
- Over certain RAP-owned tidelands and submerged lands at Royal Palms Beach in San Pedro.
- PRESENT and ADOPT the accompanying ORDINANCE dated May 4, 2018, authorizing and providing for granting of an Exclusive Permanent Subsurface Tunnel Easement to the LACSD District No. 2 , and directing the Department of General Services to grant a related easement, approximately 88 square feet in size and located 39.3 to 69.9 feet underground (City Easement), over certain unimproved City-owned real property to facilitate the Project without necessity of calling for bids for the City Easement because the public interest and necessity is served by the grant of such Easement to the LACSD.
Fiscal Impact Statement: The RAP reports that the approval of the four easements discussed in its report do not impact the Department's General Fund. The sale of the three permanent easements and the compensation of the temporary easement will result in a net gain of $247,000 to the RAP's General Fund. The LACSD will bear all costs associated with the Project. The funds received are to be used for costs and activities related to the Real Estate and Environmental functions. These include but are not limited to the due diligence work related to acquisitions, staffing, contractual services and equipment at the RAP.

- PRESENT and ADOPT the accompanying ORDINANCE dated September 27, 2018, effectuating a Zone Change from MR2-1 and P-1 to (T)(Q)C2-1, for the demolition of an existing 9,361 square-foot restaurant building and the construction, use and maintenance of a 79,847 square-foot, four-story, self-storage building and a 2,500 square-foot convenience store and gas station, including a 20-foot in height pole sign and approximately 37 parking spaces, with proposed hours of operation for the self-storage being from 6:00 a.m. to 10:00 p.m. daily, and proposed hours of operation for the gas station and convenience store being 24 hours, daily, for the property located at 9110 North De Soto Avenue, subject to Conditions of Approval.
- PRESENT and ADOPT the accompanying ORDINANCE dated September 27, 2018, for a Building Line Removal of a 25-foot Building Line along De Soto Avenue, established under Ordinance No. 108684.
- ADVISE the applicant, pursuant to the Los Angeles Municipal Code Section 12.32 G:
...property shall not remain in a Q Qualified classification for more than six years unless during that time: (1) there is substantial physical development of the property to allow for one or more of the uses for which the Q Qualified classification was adopted; or (2) if no physical development is necessary, then the property is used for one or more of the purposes for which the Q Qualified classification was adopted... When these time limitations expire, the Q Qualified classification and the authority contained therein shall become null and void, the rezoning proceedings shall be terminated, and the property thereafter may only be utilized for those purposes permitted prior to the commencement of such rezoning proceedings.
- ADVISE the applicant that, pursuant to State Public Resources Code Section 21081.6, the City shall monitor or require evidence that mitigation conditions are implemented and maintained throughout the life of the project and the City may require any necessary fees to cover the cost of such monitoring.

- Encourages long-term, permanent supportive environments for persons formerly experiencing homelessness.
- Complies with all Federal, State and local laws that cannot be amended within a three month period.
- Provides that units in the proposed projects can allow for more than one person per unit.
- AUTHORIZE the HCIDLA to work with the Mayor's Office to release a Request for Information, to receive input from the development community that would inform the Proposition HHH Pilot Program guidelines.
- AUTHORIZE the HCIDLA to submit the draft Competitive Proposition HHH Pilot Program guidelines to the Proposition HHH COC and Proposition HHH Administrative Oversight Committee before the final guidelines are submitted for Mayor and Council approval.
- STRESS the City's state of urgency as it relates to addressing the homeless problem in the Proposition HHH Pilot Program guidelines.
