HOUSING COMMITTEE REPORT relative to authorizing the Los Angeles Housing and Community Development Department (HCIDLA) to write off loan losses for Calendar Years 2011, 2012, 2013, 2014, and 2018.

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. AUTHORIZE the General Manager, HCIDLA, or designee, to write off the following losses:

    1. For Calendar Year 2011, write off third-party foreclosures on two single-family loans totaling $86,820, plus accrued interest.

    2. For Calendar Year 2012, write off a third-party foreclosure on a single-family loan totaling $50,000, plus accrued interest.

    3. For Calendar Year 2013, write off third-party foreclosures on five single-family loans totaling $200,885, plus accrued interest; and, a loan loss pursuant to a short-pay on a single-family loan totaling $1,000.00.

    4. For Calendar Year 2014, write off a third-party foreclosure on a single-family loan totaling $62,611.00, plus accrued interest; and a loan loss pursuant to a legal settlement transaction on a single-family loan totaling $50,445.

    5. For Calendar Year 2018, write off third-party foreclosures on three single-family loans totaling $188,342.80, plus accrued interest; and three short pay agreement loan losses on three single-family loans totaling $94,029.06.
             
  2. AUTHORIZE the General Manager, HCIDLA, or designee, to prepare Controller instructions and make any necessary technical adjustments consistent with the Mayor and City Council action on this matter, subject to the approval of the City Administrative Officer (CAO); and, REQUEST the Controller to implement these instructions.

 

Fiscal Impact Statement:  The CAO reports that there is no impact to the General Fund as a result of the recommendations contained in the November 19, 2018 CAO report, attached to the Council file.  The recommendations comply with City Financial Policies in that the requested write-off of loan losses for 17 loans will not impact the General Fund as the loans were originally funded by grant funds or previous appropriations from the General Fund to support HCIDLA affordable housing programs.

PUBLIC WORKS AND GANG REDUCTION COMMITTEE REPORT relative to an agreement with Los Angeles County Metropolitan Transportation Authority (Metro) with policies and procedures for maintenance of public right-of-way elements related to current and future Metro capital projects.

 

Recommendations for Council action, pursuant to Motion (Huizar - Bonin):

 

  1. INSTRUCT the Department of Public Works (DPW), with the assistance of the City Attorney, to prepare and execute an agreement with Metro, requiring the following relative to Metro’s major capital projects:

    1. Obtain a revocable permit for the construction, maintenance, and repair of all non-standard improvements within the public right-of-way.

    2. For all landscaping, the three-year maintenance and establishment period would begin upon final inspection and acceptance of the improvements by the Bureau of Contract Administration.

    3. That the interim agreement be terminated upon the execution of a final maintenance agreement between the City and Metro.

  2. INSTRUCT the DPW to collaborate with Metro in the creation of a multi-year track allocation permit that will allow for the long-term maintenance of designated areas that are within close proximity to Metro rail property.

  3. INSTRUCT the DPW, upon the issuance of a Statement of Completion, to submit to Council a report detailing the square footage of all median landscaping, green street, and stormwater mitigation elements installed as part of the project and include the City’s future maintenance requirements for these improvements in the respective City maintenance programs.

  4. INSTRUCT the Chief Legislative Analyst (CLA), in coordination with other City agencies as necessary, to participate in the negotiations with Metro regarding the development of a final agreement outlining policies and procedures for maintenance of public right-of-way elements related to current and future Metro capital projects.

PUBLIC WORKS AND GANG REDUCTION COMMITTEE REPORT relative to an overview of the forthcoming Request for Proposal (RFP) for graffiti abatement and community beautification services.

 

Recommendations for Council action, as initiated by Motion (Blumenfield - Martinez):

 

  1. INSTRUCT the Office of Community Beautification (OCB) to report to the Public Works and Gang Reduction Committee to provide an overview of the forthcoming RFP for graffiti abatement and community beautification services, including the scope of work and services to be provided and any changes from the current graffiti removal and community beautification contracts.

  2. INSTRUCT the OCB to include, as an optional line item in the RFP, the addition of graffiti removal on bike paths, including bike paths along the Los Angeles River and within Balboa Park.
