Funding for assessments levied on the City-owned properties within the District was included in the General Fund allocation to the 2018-19 Business Improvement District Trust Fund No. 659.

 

There are currently three City-owned, real properties included in the list of properties to be assessed within the boundaries of the District, as disclosed in the Management District Plan.

HOUSING COMMITTEE REPORT relative to authorizing the utilization of $150,000 to enter into an agreement with Fuse Corps to place a Fuse Fellow in the Los Angeles Housing and Community Investment Department (HCIDLA) Housing Development Bureau.

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. AUTHORIZE the Controller to appropriate $150,000 within Fund No. 55J/43 Low and Moderate Income Housing Fund Account No. 43P616 Fuse Program, and to expend those funds upon proper demand of the General Manager, HCIDLA .   
     
  2. AUTHORIZE, the General Manager, HCIDLA, or designee, to prepare Controller instructions and any necessary technical adjustments consistent with Mayor and City Council actions, subject to the approval of the City Administrative Officer (CAO); and, REQUEST the Controller to implement the instructions.   

 

Fiscal Impact Statement:  The CAO reports that there is no impact to the General Fund.  The recommendation contained in the June 21, 2018 CAO report complies with the City’s Financial Policies in that the requested funding would be provided by the Low and Moderate Income Housing Fund.

HOUSING COMMITTEE REPORT relative to policy options and enforcement mechanisms that will increase acceptance and utilization of Section 8 vouchers.

 

Recommendations for Council action, pursuant to Motion (Krekorian - Cedillo - Harris-Dawson):

 

  1. INSTRUCT the Housing Authority of the City of Los Angeles and the Los Angeles Housing and Community Investment Department, in consultation with the City Attorney, to report in 60 days on policy options, including applicable enforcement mechanisms, which will increase acceptance and utilization of Section 8 vouchers.

  2. REQUEST the City Attorney to prepare and present an Ordinance that will prohibit discrimination against Section 8 voucher holders in rental housing.
       

Fiscal Impact Statement:  Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. ADOPT the report of the Director, Bureau of Street Lighting, dated July 3, 2018.

  2. PRESENT and ADOPT the accompanying ORDINANCE OF INTENTION setting the date of OCTOBER 3, 2018 as the hearing date for the maintenance of the Ampere Avenue and Keswick Street Lighting District, in accordance with Proposition 218, Articles XIIIC and XIIID of the California Constitution and Government Code Section 53753.

 

Fiscal Impact Statement:  The Bureau of Street Lighting reports that if adopted, $388.66 will be collected annually starting with tax year 2018-19 that will go into a dedicated street lighting maintenance assessment account for the use in the operation and maintenance of this street lighting system.

COMMUNICATION FROM THE CITY ADMINISTRATIVE OFFICER (CAO) relative to an amendment to the contract with WLC Architects to provide architectural and engineering services for the Proposition F Fire Facilities Bond Program.

 

Recommendation for Council action:

 

AUTHORIZE the President, Board of Public Works, to execute Amendment No. 4 to Contract No. C-102242 between the City and WLC Architects, the architectural/engineering consultant for Fire Station 39, to extend the term of the contract four years from September 30, 2018 through September 30, 2020, subject to the approval of the City Attorney.

 

Fiscal Impact Statement: The CAO reports that the proposed amendment extends the term of the architectural/engineering services provided by WLC Architects with no fiscal impact on the General Fund. These services are paid by the Proposition F General Obligation Bond.

 

Community Impact Statement: None submitted.

RESOLUTION relative to terminating the Local State of Emergency declared by the Mayor on December 5, 2017 due to the wild fire that has burned in excess of 6,500 acres in the Sylmar area (Creek Fire), pursuant to the provisions of the Los Angeles Administrative Code (LAAC) Section 8.27.

 

Recommendation for Council action:

      

RESOLVE that:

 

  1. A local emergency existed within the City of Los Angeles within the meaning of Los Angeles Administrative Code Section 8.21 et seq.

  2. A local emergency no longer exists in the City of Los Angeles within the meaning of Los Angeles Administrative Code, Section 8.21 et seq.
           
  3. In accordance with Los Angeles Administrative Code, Section 8.21 et seq. by operation of law, all rules, regulations, orders and directives in reference to said local emergency are hereby terminated and are of no further force or effect.

  4. The Emergency Management Department be instructed to forward copies of this motion to the Governor of the State of California, the Director of the Office of Emergency Services of the State of California, and the Los Angeles County Board of Supervisors.
