ECONOMIC DEVELOPMENT COMMITTEE REPORT relative to requesting the City Attorney to prepare, with the assistance of the Bureau of Contract Administration (BCA) and the Chief Legislative Analyst (CLA), an Ordinance amending the Los Angeles Administrative Code (LAAC) relating to the non-airport living wage rates to align hourly rates with the City Minimum Wage and to repeal the living wage health benefit.

 

Recommendation for Council action, pursuant to Motion (Price - Cedillo):

 

REQUEST the City Attorney to prepare and present, with the assistance of the BCA and the CLA, an Ordinance amending Section 10.37 of the LAAC relating to the non-airport living wage rates to align hourly rates with the City Minimum Wage and to repeal the living wage health benefit.

 

Fiscal Impact Statement: Neither the City Administrative Officer nor the CLA has completed a financial analysis of this report.

 

Community Impact Statement: None submitted.

HOMELESSNESS AND POVERTY COMMITTEE REPORT relative to addressing legal issues regarding Los Angeles Municipal Code (LAMC) Section 85.02 - Vehicle Dwelling, and extending the regulation of the use of vehicles for dwelling on public streets; and adding Safe Parking sites to the list of restricted vehicle dwelling areas.

 

Recommendations for Council action, as initiated by Motion (Harris-Dawson - Krekorian):

  1. REQUEST the City Attorney to prepare and present an Ordinance to extend the LAMC Section 85.02 for six months.

  2. INSTRUCT the Department of City Planning, City Administrative Officer (CAO), Chief Legislative Analyst (CLA), and Los Angeles Homeless Services Authority, with the assistance of the City Attorney, Los Angeles Police Department, and any Department that is necessary, to report on the feasibility of developing Vehicle Dwelling Parking Programs, prohibiting vehicle dwelling near the program sites, and restricting vehicle dwelling parking sites  from being within 500 feet of schools, pre-schools, daycare facilities, and parks.
       

Fiscal Impact Statement:  Neither the CAO nor the CLA has completed a financial analysis of this report.

(This matter arises from a September 22, 2015 cycling accident wherein plaintiff alleges injuries resulting from a fall at the intersection of Effie Street and Griffith Park Boulevard, Los Angeles, CA.)
