PUBLIC ANNOUNCEMENT OF BALLOT TABULATION and ORDINANCE FIRST CONSIDERATION relative to establishment of the Arts District Los Angeles Property and Business Improvement District (District), pursuant to Section 53753 of the California Government Code, Section 36600 et seq. of the California Streets and Highways Code and Article XIII D of the California Constitution.

 

Recommendations for Council action, if the tabulation of ballots indicates majority support, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. PRESENT and ADOPT the accompanying ORDINANCE, dated April 18, 2018, establishing the Arts District Los Angeles Property and Business Improvement District and confirming the assessments to be levied upon properties within the District, as described in the Management District Plan.

  2. AUTHORIZE the City Clerk, subject to approval of the City Attorney, to prepare, execute and administer an operating agreement between the City and a non-profit corporation for the administration of the District's programs.

 

Fiscal Impact Statement: The City Clerk reports that direct costs associated with Department administrative expenses will be charged to the District and will be recovered from assessments collected.

 

There are 25 City-owned parcels within the District which includes 17 General Fund parcels and eight Los Angeles Department of Water and Power parcels. The total assessment for these City-owned properties within the District is $94,257.26, representing 6.53 percent of the total assessments levied in the District.

 

The assessments levied on the 17 City-owned parcels within the District to be paid from the General Fund totals $62,116.94 for the first year of the District. Funding for assessments levied on City owned properties within the District was requested in the 2019-2020 Budget. Assessments levied on the Department of Water and Power property within the District will not be paid from the General Fund.

ADOPT, the accompanying TEFRA Resolution held in accordance with Section 142 of the Internal Revenue Code of 1986, as amended, and Section 147(f) of the Code setting the official intent of the City to issue Multifamily Housing Revenue Bonds in the amount not to exceed $31,250,000, to finance the construction of a 98-unit multifamily housing project at 1118 North McCadden Place in Council District Four.

MOTION (CEDILLO - PRICE) relative to initiating consideration of a General Plan Amendment, Vesting Zone Change, Height District Change and Sign District with respect to a site at 1330 West Pico Boulevard and 1308-1346 South Albany Street in the Westlake Community Plan Area in order to attract private investment to develop a large hotel project near the Los Angeles Convention Center.

 

Recommendation for Council action:

 

INSTRUCT the Department of City Planning, in consultation with Council District One, to initiate consideration of a General Plan Amendment to change the Commercial Manufacturing to the Regional Center Commercial land use designation to allow a floor area ratio of 6:1, a Vesting Zone Change and Height District Change from CM-1-HPOZ and CM-1 to C2-2, and Sign District, including the preparation and adoption of any required Resolution and Ordinance, with respect to the site at 1330 West Pico Boulevard and 1308-1346 South Albany Street and the area generally bounded  by Olympic Boulevard to the north, Albany Street to the west, Pico Boulevard to the south, and the 110 Freeway to the east.
