Recommendations for Council action:
- FIND that the improvements consist of alterations to existing public facilities involving remodeling or minor construction with negligible or no expansion of use and are therefore exempt from the provisions of the California Environmental Quality (CEQA) pursuant to Article III, Section 1, Class 1(1) of the CEQA guidelines.
- APPROVE and AUTHORIZE the President and Secretary of the Board of Recreation and Park Commissioners to execute the proposed gift agreement with the LA Clippers Foundation Inc. and the Los Angeles Parks Foundation for indoor and outdoor basketball court improvements at various recreation and parks facilities, subject to the approval of the City Attorney as to form.
Fiscal Impact Statement: The City Administrative Officer reports that the LA Clippers Foundation Inc. will donate up to $10 million to refurbish 350 indoor and outdoor basketball courts at various RAP facilities. The required funding for the maintenance of the refurbished basketball courts will be requested by the RAP through the City’s Annual Budget Process. There is no additional impact on the General Fund. The recommendations are in compliance with the City Financial Policies in that one-time revenues will be used for one-time costs.

- ADOPT the accompanying RESOLUTION approving for purposes of Section 147(f) of the Internal Revenue Code of 1986 the issuance of up to $14,600,000 in Multifamily Housing Revenue Bonds to finance the construction of Casa del Sol, a 44-unit multifamily housing project located at 10966 and 10970 Ratner Street.
Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
Community Impact Statement: None submitted.
