Recommendations for Council action:

 

  1. CONSIDER protests relative to the proposed Vacation.

  2. FIND that the Vacation is exempt from the California Environmental Quality Act of 1970, pursuant to Article III, Class 5(3) of the City's Environmental Guidelines.

  3. FIND that the street vacation proceedings pursuant to the Public Streets, Highways and Service Easements Vacation Law be instituted for the vacation of the public right-of way indicated below and shown colored blue on Exhibit A of the June 14, 2017 City Engineer report, attached to the Council file:

    Alley Southerly of 24th Street from 280 feet Easterly of Harriet Street to its Easterly Terminus

  4. FIND that there is a public benefit to the Vacation. Upon vacation of the alley, the City is relieved of its ongoing obligation to maintain the alley. In addition, the City is relieved of any potential liability that might result from continued ownership of the involved street easements.

  5. FIND that the Vacation is in substantial conformance with the purposes, intent and provisions of the General Plan, in conformance with Section 556 of the City Charter.

  6. FIND that the Vacation is not necessary for non-motorized transportation facilities, in conformance with Section 892 of the California Streets and Highways Code.

  7. FIND that the Vacation is not necessary for present or prospective public use, in conformance with Section 8324 of the California Streets and Highways Code.

  8. ADOPT the City Engineer's report dated June 14, 2017 with the conditions contained therein.

 

Fiscal Impact Statement: The City Engineer reports that the petitioner has paid a fee of $14,980 for the investigation of this request pursuant to Section 7.42 of the Administrative Code. Any deficit fee to recover the cost pursuant to Section 7.44 of the Administrative Code will be required of the petitioner. Maintenance of the public easement by City forces will be eliminated.

EXEMPTION, PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT and ORDINANCE FIRST CONSIDERATION relative to amending Sections 19.00 through 19.10 of the Los Angeles Municipal Code (LAMC) to update fees for applications and appeals for planning approvals.

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. FIND, that the adoption of the Ordinance does not constitute a project, as defined by the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378(b)(4), which states that a project does not include the creation of government funding mechanisms or other government fiscal activities which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.

FIND, that the adoption of the Ordinance is exempt from CEQA, based upon CEQA Guidelines Section 15061(b)(3), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment, where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.

ENERGY, CLIMATE CHANGE AND ENVIRONMENTAL JUSTICE COMMITTEE REPORT relative to the impact of inclement weather that began on February 17, 2017, and related matters.

 

Recommendations for Council action, as initiated by Motion (Martinez - Buscaino - Krekorian):

 

  1. DIRECT the Los Angeles Department of Water and Power (LADWP) to report on the impacts of the inclement weather that began on February 17, 2017, the amount, cause, and duration of power outages experienced by LADWP customers, as well as an analysis of the performance of the utility’s wet weather operations with particular focus on any potential lessons learned, and any best practices confirmed to be effective.

  2. REQUEST the Board of Public Works and the Bureau of Sanitation (BOS) to report with information on the Laurel Canyon sinkhole, the BOS response, and how affected residents were and continue to be informed and updated.

  3. DIRECT the LADWP and the BOS to report on current or potential efforts to ensure a customer-focused service and communication strategy during and after times of inclement weather, power outages, and infrastructure failures. This report should include what can be done to communicate, in real time and in localized terms, of any incidents, the status, and process for repairs.  The report should also focus on how these agencies maintain their relationships with customers at a personal/individualized level during and after these types of incidents are experienced, and how they perform any customer service triage and follow-up for affected customers.

  4. NOTE and FILE the LADWP report dated April 25, 2017, attached to the Council file, relative to inclement weather impact.

ENERGY, CLIMATE CHANGE AND ENVIRONMENTAL JUSTICE COMMITTEE REPORT relative to wet weather preparedness and response efforts for the Fiscal Year (FY) 2017-18 rainy season.

 

Recommendation for Council action:

 

DIRECT the Bureau of Sanitation (BOS) to:

 

  1. Track its expenses for overtime necessary for staff to respond to emergency responses and prepare an update to City Council. 

  2. Track its use of contractual services for emergency repairs during severe storm events and prepare an update to City Council for additional appropriation.

  3. Evaluate the impacts of the upcoming wet weather season on the existing flood protection infrastructure; identify capital needs for infrastructure improvements and repairs; and, request additional appropriation to protect the public health and safety.

PERSONNEL AND ANIMAL WELFARE COMMITTEE REPORT relative to third party administration services for the City of Los Angeles' Workers' Compensation Claims Program.

 

Recommendations for Council action:

 

  1. INSTRUCT the Personnel Department and the City Administrative Officer (CAO) to report to Council of all claims opened for fraud, were investigations performed, and what were the outcomes of each one of those claims, with protected information redacted.

  2. INSTRUCT the Personnel Department to submit the new Request for Proposals when completed, to the Personnel and Animal Welfare Committee for consideration.

 

Fiscal Impact Statement: The CAO reports that partial funding for the three Agreements is included in the Human Resources Benefits 2017-18 Adopted Budget for this purpose. The Amendments comply with the City's Financial Policies in that the City's financial obligation is limited to funds budgeted for services rendered in accordance with the terms of the Amendments. There is no additional impact on the General Fund.

CONTINUED CONSIDERATION OF CATEGORICAL EXEMPTION and TRADE, TRAVEL, AND TOURISM COMMITTEE REPORT relative to a Los Angeles World Airports (LAWA) agreement with the United States Soccer Federation, Inc., who is representing the Membership Association coordinating the bid with the Federation Internationale de Football Association (FIFA) to host the 2026 FIFA WorldCup.

 

Recommendations for Council action:

 

  1. ADOPT the determination by the Board of Airport Commissioners that the proposed action is categorically exempt under the California Environmental Quality Act (CEQA) in accordance with Article III, Class 1 (18)(c) of the Los Angeles City CEQA Guidelines.

  2. APPROVE the LAWA agreement with United States Soccer Federation, Inc. to perform certain obligations to the Membership Association and/or FI FA.

  3. CONCUR with the action taken by the Board of Airport Commissioners on February 1, 2018, by Resolution No. 26417 authorizing the Chief Executive Officer, LAWA, to execute the Airport Agreement with United States Soccer Federation, Inc.

 

Fiscal Impact Statement: The LAWA reports that approval of this action will improve the Los Angeles and United2026's bid to host the 2026 FIFA World Cup in the United States and Los Angeles. If the United States and Los Angeles are selected as host, the region will experience a significant increase in visitors leading up to and during the games. As the largest airport in the region and a major gateway for international passengers, the majority of these visitors will arrive and depart the City and the United States through Los Angeles International Airport (LAX). The incremental passengers attributed to the games are likely to increase LAX's concessions, parking, ground transportation, Passenger Facility Charge and Customer Facility Charge revenues. Such incremental revenues will benefit the airport's financial metrics and cash flows available to support LAX capital programs.
