CONSIDERATION OF MOTION (HUIZAR - BLUMENFIELD) relative to allocating funding for the 7th Street Streetscape Improvements Project (Project).

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. AUTHORIZE the Bureau of Engineering (BOE) and Los Angeles Department of Transportation to be the implementing agencies for the Project.

  2. AUTHORIZE the BOE to issue a Task Order Solicitation to their pre-qualified on-call list for the design of the Project.

  3. AUTHORIZE the City Administrative Officer (CAO) to establish an account in the Capital Improvement Expenditure Program (CIEP) Fund No. 100/54 entitled 7th Street Streetscape Improvements.

  4. AUTHORIZE the Controller to transfer $7,970,689 of monies received from the Wilshire Grand from Fund No. 100/68 Balance Sheet Account No. 2200 to the 7th Street Streetscape Improvements CIEP Account.

  5. AUTHORIZE the Housing and Community Investment Department to accept $2,115,000 from the California Department of Housing and Community Development Affordable Housing Sustainable Communities (AHSC) grant program for the Project, deposit the funds, and therefrom transfer/appropriate a like amount to the Fund No. 100/54 7th Street Streetscape Improvements CIEP Account.

  6. AUTHORIZE the transfer of $13,845 of the AHSC grant funds from Fund No. 100/54 7th Street Streetscape Improvements CIEP Account to the Fund No. 552, Appropriation Account No. 14417N Skid Row Housing Trust for preliminary design expenditures.

  7. RESOLVE that the employment authority in the BOE for one Civil Engineering Associate III resolution position is APPROVED and CONFIRMED for the period January 1, 2018 to June 30, 2018, subject to allocation by the Civil Service Commission and paygrade determination by the Employee Relations Division of the CAO, for the oversight of the Project; and, TRANSFER up to $150,000 from the Fund No. 100/54 7th Street Streetscape Improvements CIEP Account to Department No. 78 Account (General Salaries) to fund the position in Fiscal Year 2017-18.

  8. AUTHORIZE the CAO to make any technical changes as necessary in order to effectuate the intent of this motion.

AMENDING MOTION (HUIZAR - ENGLANDER)

 

Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

AMEND to adopt the following changes to Recommendation Nos. 3, 5, and 6 of Motion (Huizar - Blumenfield):

 

Recommendation No. 3 should be amended to read: Authorize the City Controller to establish an account in the Capital Improvement Expenditure Program (CIEP) Fund No. 100/54 entitled 7th Street Streetscape Improvements.

Recommendation No. 5 should be amended to read: Authorize the City Controller to accept $2,115,000 from the California Department of Housing and Community Development Affordable Housing Sustainable Communities (AHSC) grant program for the 7th Street Streetscape Improvements Project, deposit the funds, and therefrom transfer/appropriate a like amount to the Fund No. 100/54 7th Street Streetscape Improvements CIEP Account.

 

Recommendation No. 6 should be amended to read: Authorize the City Controller to allocate $13,845 of the AHSC grant funds from Fund No. 100/54 7th Street Streetscape Improvements CIEP Account to Skid Row Housing Trust for preliminary design expenditures.
