HOMELESSNESS AND POVERTY COMMITTEE REPORT relative to available funding sources for emergency portable public toilets and the associated bathroom attendants.

 

Recommendations for Council action, pursuant to Motion (Bonin - Huizar - Harris-Dawson):

 

  1. REQUEST the City Health Commission and DIRECT the City Homelessness Coordinator and Chief Legislative Analyst (CLA), with the assistance from the Los Angeles Homeless Services Authority and other agencies as appropriate, to report to the  Homelessness and Poverty Committee on the scope of this public health problem, the need for additional public restrooms, and solutions for solving it, including a report on the potential for creating a system of portable public restrooms modeled after the Pit Stop Program in the City of San Francisco.

  2. INSTRUCT the City Administrative Officer (CAO) and the City Homelessness Coordinator to report to Council within 14 days on available funding for emergency portable public toilets and the associated bathroom attendants.
       
  3. DIRECT the Bureau of Street Services, Bureau of Sanitation, Los Angeles Department of Transportation, and REQUEST the City Attorney to report to Council relative to the current Los Angeles Municipal Code provisions governing the use of the public right-of-way and the City-owned parking lots, including actions necessary to enable the City to permit the placement of portable public restrooms in designated locations, in instances when a determination is made that no other location is suitable or practicable.

 

Fiscal Impact Statement:  Neither the CAO nor the CLA has completed a financial analysis of this report.

HOMELESSNESS AND POVERTY COMMITTEE REPORT relative to a Memorandum of Understanding (MOU) with the County of Los Angeles (County) and the Housing Authority of the City of Los Angeles (HACLA) to establish roles and align resources needed to develop permanent supportive housing.

 

Recommendations for Council action, as initiated by Motion (Harris-Dawson - Huizar), SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. APPROVE the MOU as detailed in the October 16, 2017 City Administrative Officer (CAO) report, between the City, County, and HACLA to finance permanent supportive housing for the chronically homeless and homeless population in the City.

  2. AUTHORIZE the General Manager, Housing and Community Investment Department, to execute the MOU on behalf of the City.

 

Fiscal Impact Statement:  Neither the CAO nor the Chief Legislative Analyst has completed a financial analysis of this report.

COMMUNICATION FROM THE CITY ADMINISTRATIVE OFFICER (CAO) relative to emergency work to stabilize Vista Del Mar.

 

Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

TRANSFER $175,000 from the Special Gas Tax Street Improvement Fund, Fund No. 206 to the Capital Improvement Expenditure Program, Fund No. 100/50, to a new account entitled Vista Del Mar Emergency Repair; and, AUTHORIZE the CAO to process technical corrections to effectuate the intent of the Mayor and Council, if necessary.

 

Fiscal Impact Statement: The CAO reports that approval of this recommendation will result in the one-time expenditure of $175,000 in Gas Tax funds. Sufficient funds exist to support this recommendation. This is consistent with the City Financial Policies.

 

Community Impact Statement: None Submitted.

  1. PROVIDE an offer of reward in the amount of $50,000 for information leading to the identification, apprehension, and conviction of the person(s) responsible for the death of Donald Edwin Sandstrom on September 22, 2017.

  2. FIND that the subject reward complies with the provisions of Chapter 12, Article 1, Division 19, of the Los Angeles Administrative Code.

  3. DIRECT the City Clerk to publish the required notices and/or advertisements to effectuate this reward.
