HOUSING COMMITTEE REPORT relative to the conveyance of surplus City property to Habitat for Humanity of Greater Los Angeles (Habitat LA) for the development of affordable single family homes.

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. AUTHORIZE the Los Angeles Housing and Community Investment Department (HCIDLA) to convey, at fair market value, surplus City property located at 600 East L Street, which is estimated to be $1,064,000, to Habitat LA.

  2. DETERMINE that the property located at 600 East L Street is best suited for the development of single-family homeownership units, affordable to both low- and moderate-income first-time homebuyers earning up to 120 percent of Area Median Income (AMI).

  3. AUTHORIZE the General Manager, HCIDLA, or designee, that upon completion of the development, to re-convey the City loan to Habitat LA by transferring the loan obligation to the nine first-time low- and moderate-income homebuyers earning up to 120 percent of the AMI, as soft second loans.

DIRECT the Department of General Services (GSD) and REQUEST the Department of Recreation and Parks (RAP), with the assistance of the City Attorney, to commence and expedite negotiations with the Sanitation Districts of Los Angeles County (LACSD) for the purpose of granting LACSD easements required for the Joint Water Pollution Control Plant Effluent Outfall Tunnel Project and to prepare and present the necessary Ordinances and Easement Agreements for exclusive perpetual subsurface easements at the following locations:

    1. Harbor Park, which is under the jurisdiction of the RAP and additionally, temporary surface easements and a right of entry to establish two temporary construction areas and to conduct monitoring during construction (Assessor’s Parcel Numbers (APN) 7412-011-900, 7412-010-903 and 7412-014-900).

    2. APN 7442-023-910, located on Capital Drive, between Gaffey Street and Barrywood Avenue, which is under the jurisdiction of the GSD.

    3. White Point Preserve, which is under the jurisdiction of RAP (APN 7563-002-914 and 7563002-906).

    4. The tidelands off of Royal Palms Beach for the existing 120-inch diameter ocean outfall pipe, which is under the jurisdiction of the RAP.

  2. REQUEST the RAP, to the extent permitted by law, to ensure that the proceeds from these easement agreements be allocated to and used to maintain, enhance and/or support the RAP properties burdened by the easements.

COMMUNICATION FROM THE CITY ADMINISTRATIVE OFFICER (CAO) relative to proposed contracts with Safe Moves and the Los Angeles Bicycle Coalition to provide School Bicycle/Pedestrian Safety and Transit Education Programs.

 

Recommendation for Council action:

 

AUTHORIZE the General Manager, Los Angeles Department of Transportation, to:

 

  1. Execute a contract with Safe Moves to provide a School Bicycle/Pedestrian Safety and Transit Education Program for a three-year term, at a cost not to exceed $220,000 annually, with the option to extend for two additional one-year periods, subject to the approval of the City Attorney as to form and legality.

  2. Execute a contract with the Los Angeles County Bicycle Coalition to provide a School Bicycle/Pedestrian Safety and Transit Education Program for a three year term, at a cost not to exceed $110,000 annually, with the option to extend for two additional one-year periods, subject to the approval of the City Attorney as to form and legality.

 

Fiscal Impact Statement:  The CAO reports that there is no General Fund impact. Funding for the proposed contract is available within the Proposition C Anti-Gridlock Transit Improvement Fund for the first year of the contract.  Funding for subsequent years will be provided in those fiscal year budgets.  The City’s obligation is limited to the availability of appropriations.  The recommendations comply with City Financial Policies in that sufficient special fund revenues are available and eligible for this purpose.

    CONDITIONS TO BE DELETED:

    1. That the following improvements be constructed adjoining the petitioner’s property in a manner satisfactory to the City Engineer:

      1. Construct additional surfacing on Glen Aylsa Avenue adjoining Lots 2, 3 and 4 to provide a 20-foot wide roadway including asphalt pavement and integral concrete curb and gutter.

      2. That all drainage matters be addressed to the satisfaction of the City Engineer, including collecting or diverting any surface flow from impounding within the vacated area.

  2. INSTRUCT the Bureau of Engineering to issue the revocable permit to close, gate, occupy, demolish, excavate, and start construction in the public right-of-way prior to the completion of the street vacation on the condition that the applicant appropriately guarantee, and post a bond in sufficient amounts to be determined by the City Engineer, to return and reconstruct the rights-of-ways back to their present condition in the event that the applicant does not complete the proposed development project and/or does not vacate Goode Street and Glen Aylsa Avenue northerly of the Linda Rosa Avenue Vacation District.

Recommendation for Council action:

 

RESCIND the hiring freeze on Consolidated Plan-funded positions as noted in the City Administrative Officer's Mid-Year (Third) Financial Status Report for Fiscal Year (FY) 2016-17, Recommendation No. 35.

 

Fiscal Impact Statement: The HCIDLA reports that the FY 2017 omnibus appropriations bill funded the Consolidated Plan programs at or above the FY 2016 funding levels. HCIDLA will continue to monitor the hiring of positions to ensure that the Consolidated Plan funds are not overburdened. However, without proper staffing, the City of Los Angeles is at risk of inadequate monitoring that may lead to federal sanctions, which may include the repayment of expended federal funds from non-federal sources such as the General Fund.

With the assistance of the City Attorney, to negotiate and execute a lease or license agreement with Fleet Street for use of a portion of the parking lot at the City-owned facility located at 19040 Vanowen Street, in consideration of the valuable services that will be provided to the residents of the San Fernando Valley.

MOTION (ENGLANDER - MARTINEZ) relative to the Los Angeles Department of Water and Power (LADWP) reporting on recent Valley power outages and the testing, maintenance and replacement of insufficient or outdated infrastructure.

 

Recommendations for Council action:

 

  1. DIRECT the LADWP General Manager to report to Council on Tuesday, September 5, 2017 regarding the recent Valley power outages and the testing, maintenance and replacement of insufficient or outdated infrastructure.

  2. REQUEST the LADWP to develop an emergency plan for any future outages so that cooling centers can be immediately activated in the event of a future overnight outage occurring during a heat wave.
