INSTRUCT the Office of Finance (Finance) to:  

 

  1. Report to the City Council within 45 days with an update on Finance's response to each of the recommendations in the Controller's 2012 audit of the Parking Occupancy Tax Program, a summary of measurable outcomes of those efforts (such as improved compliance or collection efficiency), and the impact to City revenues.

  2. Include in its report summary, information on other efforts undertaken by Finance to ensure that the City is efficiently and equitably collecting all Parking Occupancy Tax revenue due to the City from all parking lot operators.

Fiscal Impact Statement:  Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

Recommendations for Council action, pursuant to Motion (Huizar - O'Farrell):

 

  1. FIND that the Federation of Zacatecan International Benefit Organization, Inc., is eligible to purchase two surplus 2001 GMC Sierra 2500 Cargo Vans (Vehicle Identification Nos. 1GTGG25R111138476 and 1GTGG25R611135704), nine rescue air cushions and fans, two portable monitors, one hose pallet, thirty (30) gurneys, and one hundred (100) emergency medical service boxes, at below market value ($2.00), in accordance with Los Angeles Administrative Code Section 22.547 (Donation of Surplus City Equipment), as the recipient is a nonprofit organization that has been established exclusively to further the services provided by the City.

  2. REQUEST the City Attorney to prepare a contract to effectuate the sale and transfer of the above identified surplus equipment at below market value to the Federation of Zacatecan International Benefit Organization, Inc.

  3. INSTRUCT the City Clerk to inform the Federation of Zacatecan International Benefit Organization, Inc. [Jorge Ortiz, 1332 Miller Avenue, Los Angeles, CA 90063, (626) 536-4416] that the surplus equipment must be claimed within 60 days from the date of Council approval of the request after which time it will revert to the City’s surplus equipment pool for disposal by the Department of General Services.

(This matter arises from an incident involving members of the Los Angeles Police Department in December of 2008, in Los Angeles, California.)

  2. AUTHORIZE the Controller to transfer $450,000 from the Liability Claims Fund No. 100/59, Miscellaneous Liability Payouts, Account No. 009798 to Fund No. 100/59, Police Liability Payouts, Account No. 009792.

  3. AUTHORIZE the City Attorney to draw a demand thereon from Liability Claims Fund No. 100/59, Police Liability Payouts, Account No. 009792 and made payable to: Miller Barondess, LLP and Nancy Hernandez.
