CATEGORICAL EXEMPTION, TRANSPORTATION COMMITTEE REPORT and RESOLUTION relative to amending the boundaries of Temporary Preferential Parking District (TPPD) No. 191.

 

Recommendations for Council action:

 

  1. FIND that the establishment of establishment of TPPD No. 191 is exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, under Article III.1.a.3 of the 2002 Los Angeles City CEQA Guidelines.

  2. FIND that the original establishment of TPPD No. 191 within the Echo Park area in Council District 13 did not include the street segment of Sunset Boulevard between Mohawk Street and Alvarado Street, which is adversely impacted from business vehicles, and employees who monopolize the on-street parking preventing residents from parking near their homes, from which the residents deserve immediate relief.

  3. FIND that the four streets presently within TPPD No. 191 and the addition of the street segment of Sunset Boulevard between Mohawk Street and Alvarado Street will still be under the maximum number of streets allowed within a TPPD.

  4. FIND that the residents who reside on the street segment of Sunset Boulevard between Mohawk Street and Alvarado Street will be included within the boundary of TPPD No. 191 and that the residents are aware that there will not be any signs posted along the segment of Sunset Boulevard between Mohawk Street and Alvarado Street because of the commercial businesses.

  5. ADOPT the accompanying RESOLUTION amending the boundaries of TPPD No. 191, with the new boundaries pursuant to Los Angeles Municipal Code Section 80.58.d at which time it will be subject to the administrative renewal process.

      
Fiscal Impact Statement:  The Los Angeles Department of Transportation reports that revenue from the sale of permits will cover the cost of implementing and administering TPPD No. 191.  If motorists are cited for violating the posted signs, some additional General Fund revenue could result.

Recommendations for Council action:

 

  1. FIND that the establishment of TPPD No. 258, pursuant to Los Angeles Municipal Code (LAMC) Section 80.58.d, is exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, under Article III.1.a.3 of the 2002 Los Angeles City CEQA Guidelines.

  2. FIND that the construction of a large mixed-use complex on 1311 Cahuenga Boulevard will cause an adverse parking impact on adjacent blocks of Cahuenga Boulevard between Fountain Avenue and Santa Monica Boulevard and the residents deserve immediate relief. 

  3. ADOPT the accompanying RESOLUTION, pursuant to LAMC Section 80.58, establishing TPPD No. 258 which will include both sides of the residential portions of Cahuenga Boulevard between Fountain Avenue and Santa Monica Boulevard. 
           
  4. AUTHORIZE the use of NO PARKING 6 PM - 8 AM; 2 HOUR PARKING 8 AM - 6 PM; DISTRICT NO. 258 PERMITS EXEMPT as the parking restriction for use on the residential portions of all streets in TPPD No. 258.

  5. INSTRUCT the Los Angeles Department of Transportation (LADOT) to initiate the necessary procedures for the preparation and sale of parking permits to residents within the boundaries of TPPD No. 258, as specified in LAMC Section 80.58.

  6. DIRECT the LADOT, upon Council adoption of the Resolution establishing TPPD No. 258, to post or remove the authorized parking restrictions on the residential portions of the street segment enumerated in Recommendation No. 3, except for areas where parking is currently prohibited in the interest of traffic flow or public safety.

      
Fiscal Impact Statement:  The LADOT reports that revenue from the sale of permits will cover the cost of implementing and administering TPPD No. 258.  If motorists are cited for violating the posted signs, some additional General Fund revenue could result.

CATEGORICAL EXEMPTION, TRANSPORTATION COMMITTEE REPORT and RESOLUTION relative to amending the boundaries of Overnight Parking District (OPD) No. 553 adjacent to the Silver Lake Reservoir.

 

Recommendations for Council action:

 

  1. FIND that the amendment of the boundaries of OPD No. 553, pursuant to Los Angeles Municipal Code (LAMC) Section 80.54,  is exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, under Article III.1.a.3 of the 2002 Los Angeles City CEQA Guidelines.

  2. FIND that the Los Angeles Police Department should have the primary responsibility for the enforcement of the authorized overnight parking restrictions in OPD No. 553, with support from the Los Angeles Department of Transportation (LADOT) Parking Enforcement, since the reported problems involve criminal activity.

  3. FIND that based on testimony presented by residents of Silver Lake to Council District 13, the streets proposed for inclusion within the amended boundaries of OPD No. 553 are experiencing ongoing crime problems associated with parked vehicles, which have created a public nuisance.

  4. ADOPT the accompanying RESOLUTION amending the boundaries of OPD No. 553 pursuant to LAMC Section 80.54 to include both sides of the following street segment:

    Duane Street from Silver Lake Boulevard to Apex Avenue.
                   

  5. AUTHORIZE permit sales to all residents of OPD No. 553 where posted signs allow parking by permit.

  6. AUTHORIZE the posting or removal of No Parking, 2 AM to 6 AM; District No. 553 Permits Exempt parking restriction on all residential street segments within OPD 553 where parking is not already prohibited in the interest of safety or traffic flow.
           
  7. INSTRUCT the LADOT to initiate the necessary procedures to prepare, issue and collect payments for Overnight Parking Permits from the residents of OPD No. 553 in accordance with Section 80.54 of the LAMC, and to issue permits subject to the following permit limits:

    1. Maximum of three Resident Permits per dwelling unit at $15 each per year.

    2. Maximum of two Visitor Permits per dwelling unit at $10 each per four months.

    3. Maximum of 25 Guest Permits per dwelling unit per day at $1 each per day.

    4. Sales of Guest Permits in excess of 25 per dwelling unit per day require written approval of the Council Office.

  8. DIRECT the LADOT to post or remove the authorized OPD No. 553 parking restrictions for any of the street segments within OPD No. 553 in accordance with the criteria set forth in the above Recommendations, upon written instructions from the Council Office representing the specific street segment requesting the posting or removal of such signs following Council action establishing the District, and upon receipt of a corresponding letter from the Los Angeles Police Department regarding the public nuisance-related crime problem associated with parked vehicles.

      
Fiscal Impact Statement:  The LADOT reports that OPDs with permits for residents and their guests are a special service for which the City is entitled to fully recover all associated costs for the administration, posting, maintaining and enforcing through the permit fees charged. If vehicles park in violation of the posted signs, they may be cited with resultant fines to be deposited in the General Fund.

  1. FIND that the establishment of OPD No. 552, pursuant to Los Angeles Municipal Code (LAMC) Section 80.54,  is exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, under Article III.1.a.3 of the 2002 Los Angeles City CEQA Guidelines.

  2. FIND that the Los Angeles Police Department should have the primary responsibility for the enforcement of the authorized overnight parking restrictions in OPD No. 552, with support from the Los Angeles Department of Transportation (LADOT) Parking Enforcement, since the reported problems involve criminal activity.
       
  3. ADOPT the accompanying RESOLUTION establishing OPD No. 552 pursuant to LAMC Section 80.54 to include both sides of the following street segment:

    Wood Terrace between the north intersection with Griffith Park Boulevard and the south intersection with Griffith Park Boulevard.
                   

  4. AUTHORIZE the posting or removal of No Parking, 2 AM to 6 AM; District No. 552 Permits Exempt parking restriction on all residential street segments within OPD 553 as detailed above in Recommendation No. 3 except where parking is not already prohibited in the interest of public safety or traffic flow.
               
  5. INSTRUCT the LADOT to initiate the necessary procedures to prepare, issue and collect payments for Overnight Parking Permits from the residents of OPD No. 552 in accordance with Section 80.54 of the LAMC.
           
  6. DIRECT the LADOT to post or remove the authorized OPD No. 552 parking restrictions for any of the street segments within OPD No. 552 in accordance with the criteria set forth in the above Recommendations, upon written instructions from the Council Office representing the specific street segment requesting the posting or removal of such signs following Council action establishing the District, and upon receipt of a corresponding letter from the Los Angeles Police Department regarding the public nuisance-related crime problem associated with parked vehicles.

      
Fiscal Impact Statement:  The LADOT reports that OPDs with permits for residents and their guests are a special service for which the City is entitled to fully recover all associated costs for the administration, posting, maintaining and enforcing through the permit fees charged. If vehicles park in violation of the posted signs, they may be cited with resultant fines to be deposited in the General Fund.

RESOLVE, pursuant to Los Angeles Municipal Code Section 80.69.4 and California Vehicle Code Section 22507, to hereby prohibit the parking of vehicles that are in excess of 22 feet in length or over seven feet in height, during the hours of 2:00 am and 6:00 am along the following street segments:

    1. Old San Fernando Road between Penrose Street and Sunland Boulevard

    2. Bradley Avenue between Olinda Street and Nettleton Street

    3. Nettleton Street between Sunland Boulevard and Glenoaks Boulevard
                                                                                                 
  2. DIRECT the Los Angeles Department of Transportation (LADOT), upon approval of this action, to post signs giving notice of a Tow Away, No Parking restriction for oversize vehicles on the streets listed above in Recommendation No. 1.
                          
  3. AUTHORIZE the LADOT to make any technical corrections or clarifications to the above instructions in order to effectuate the intent of this Resolution.

 

Fiscal Impact Statement:  Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
