CONSIDERATION OF MOTION (KORETZ - HUIZAR) relative to asserting jurisdiction over the West Los Angeles Area Planning Commission (WLAAPC) action dated May 3, 2017 for the properties located at 10390-10392 West Ashton Avenue and 1234 South Beverly Glen Boulevard.

 

Recommendations for Council action:

 

  1. ASSERT jurisdiction, pursuant to Section 245 of the Los Angeles City Charter, over the May 3, 2017 WLAAPC action to deny the appeal relative to the demolition of a detached garage and the construction of a two-story structure consisting of one new dwelling unit over a new garage to the rear of an existing two-story apartment building, and a 50 square-foot addition to the existing two-story apartment building, in the matter of Case No. DIR-2013-2966-DRB-SPP-SPPA-1A, for the properties located at 10390-10392 West Ashton Avenue and 1234 South Beverly Glen Boulevard.

  2. REFER the matter, upon assertion of jurisdiction, to the Planning and Land Use Management Committee for further review.

CONSIDERATION OF MOTION (KORETZ – HUIZAR) relative to issuing a Revocable Permit for construction and related activities at 8900-8946 West Venice Boulevard.

 

Recommendations for Council action:

 

  1. DIRECT the Bureau of Engineering (BOE) to issue a Revocable Permit to the applicant for the property located at 8900-8946 West Venice Boulevard, subject to the applicant satisfying the conditions for issuing such a Permit, to close, occupy, gate, demolish, excavate and construct within Exposition Boulevard between Venice Boulevard and the jurisdictional line between the City of Los Angeles and Culver City.

  2. DETERMINE that, upon the recording of Vesting Tentative Tract Map No. 73977, that this Permit be considered null and void.

  3. AUTHORIZE the BOE to make any technical corrections necessary in order to effectuate the intent of this action.

CONSIDERATION OF RESOLUTION (MARTINEZ - ENGLANDER) relative to establishing the City's position regarding SB 801 (Stern) that would impose an unfunded mandate requiring the Los Angeles Department of Water and Power (LADWP) to install an additional 100 MW of energy storage 120 days after adoption and includes provisions which compromise the security and reliability of the power system.

 

Recommendation for Council action, SUBJECT TO THE CONCURRENCE OF THE MAYOR:

 

RESOLVE to include in the City's 2017-18 State Legislative Program, OPPOSITION to SB 801 (Stern), that would impose an unfunded mandate requiring the LADWP to install an additional 100 MW of energy storage 120 days after adoption and includes provisions which compromise the security and reliability of the power system; UNLESS AMENDED to address these concerns and ensure the LADWP's control of its assets and infrastructure.
