Recommendation for Council action, pursuant to Resolution (Harris-Dawson - Ryu), SUBJECT TO THE CONCURRENCE OF THE MAYOR:

 

ADOPT the accompanying RESOLUTION to include in the City's 2017-18 State Legislative Program, SUPPORT for AB 1520 (Burke) which would establish a framework for funding programs and services to reduce child poverty.

 

Fiscal Impact Statement:  None submitted by the Chief Legislative Analyst. The City Administrative Officer has not completed a financial analysis of this report.

ADOPT the accompanying revised RESOLUTION to SUPPORT the Joint Statement of Unity to commemorate 4/29/1992 dated April 2017 in Los Angeles, California.

CONSIDERATION OF MOTION (KORETZ - HUIZAR) relative to asserting jurisdiction over the Board of Building and Safety Commissioners (BBSC) action dated April 18, 2017 for the property located at 10101 West Angelo View Drive.

 

Recommendation for Council action:

 

  1. ASSERT jurisdiction, pursuant to Section 245 of the Los Angeles City Charter, over the April 18, 2017 BBSC action to deny an appeal requesting that the BBSC determine that the Los Angeles Department of Building and Safety erred or abused its discretion by issuing Building Permit Nos. 141010-10000-03596, 14030-10000-07119, 14047-10000-01653, and 14020-10000-02928 under Plan Check No. B14LA15462 and by not revoking the permits that expired prior to the date of issuance on December 14, 2016, for a project located at 10101 West Angelo View Drive in Council District Five (Board file No. 170010).
  2.  

  3. REFER the matter, upon assertion of jurisdiction, to the Planning and Land Use Management Committee for further review.

COMMUNICATIONS FROM THE LOS ANGELES DEPARTMENT OF BUILDING AND SAFETY (LADBS) relative to a Fiscal Year 2017-18 Enforcement Assistance Grant from the California Department of Resources Recycling and Recovery (CalRecycle).

 

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

  1. AUTHORIZE the submittal of grant application to CalRecycle for the Local Enforcement Agency (LEA) grant program.
  2.  

  3. AUTHORIZE the General Manager, LADBS, or designee, to accept the Local Enforcement Agency Grant (EA-28) in the amount of approximately $63,328 from CalRecycle for the Grant Performance Period of July 1, 2017 through June 30, 2018.
  4.  

  5. AUTHORIZE the General Manager, LADBS, or designee, to execute in the name of the City of Los Angeles all EA-28 grant documents, including but not limited to, the application, Grant Award Agreement with CalRecycle, request for payment, and to execute any other necessary documents relative to the grant award.
  6.  

  7. AUTHORIZE the Controller to accept and deposit EA-28 grant funds in the LEA Landfill Fund No. 527/08.
  8.  

  9. AUTHORIZE the Controller to establish a grant receivable in the amount of $63,328 and establish an appropriation account entitled Enforcement Assistance Grants, account number to be determined, within Fund No. 527/08, for the receipt and disbursement of grant funds.
  10.  

  11. AUTHORIZE the General Manager, LADBS, or designee, to expend said funds from the account listed above for the purposes set forth in this report and consistent with the grant requirements.
  12.  

  13. AUTHORIZE the LADBS to prepare Controller's instructions and/or make any technical adjustments that may be required, subject to the approval of the City Administrative Officer; and AUTHORIZE the Controller to implement these instructions.
  14.  

  15. AUTHORIZE the General Manager, LADBS, or designee, to negotiate, enter into, execute, administer, expend funds and otherwise manage Contract No. C-126245 with E. Tseng and Associates, Incorporated (or subsequent contract replacing C-126245), consistent with the terms of the CalRecycle EA-28 LEA grant, subject to the approval of the City Attorney as to form and legality.
