CONSIDERATION OF RESOLUTION (WESSON - HARRIS-DAWSON - PRICE) relative to establishing the City's position regarding the YWCA Greater Los Angeles (YWCA-GLA) as the operator of the Los Angeles Job Corps Center.

 

Recommendation for Council action, SUBJECT TO THE CONCURRENCE OF THE MAYOR:

 

RESOLVE to include in the City's 2017-18 Federal Legislative Program, OPPOSITION to any legislative or administrative action by the United States Department of Labor (DOL) to replace the YWCA-GLA as the operator of the Los Angeles Job Corps Center; and, to request an additional extension to the contract between the YWCA-GLA and the DOL for continued operation of the Job Corps Center in Los Angeles to allow for a thorough review of the solicitation process.

CONSIDERATION OF RESOLUTION (MARTINEZ - HARRIS-DAWSON) relative to establishing the City's position regarding AB 1206 (Bocanegra) that would amend the California Vehicle Code (CVC) to allow local agencies to enact legislation allowing the seizure and impoundment of vehicles used in the commission of an act related to prostitution, pimping, pandering, and solicitation.

 

Recommendation for Council action, SUBJECT TO THE CONCURRENCE OF THE MAYOR:

 

RESOLVE to include in the City's 2017-18 State Legislative Program, SUPPORT of AB 1206 (Bocanegra) that would amend CVC Section 22659.5 to delete the requirement that the owner or operator of the vehicle have a prior conviction for the same offense within the past three years and therefore allow local agencies to enact an ordinance that allows for the seizure and impoundment of a vehicle whenever it is used in the commission or attempted commission of an act that violates the California Penal Code sections related to prostitution, pimping, pandering, and solicitation.

SUBSTITUTE RESOLUTION (MARTINEZ - HARRIS-DAWSON)

 

Recommendation for Council action, SUBJECT TO THE CONCURRENCE OF THE MAYOR:

 

RESOLVE to include to include in the City's 2017-18 State Legislative Program, SUPPORT for AB 1206 (Bocanegra) that would add and repeal California Vehicle Code Section 22659.6 to authorize the City of Los Angeles to conduct a 24-month pilot program (the provisions of the bill would remain in effect until January 1, 2022) in which law enforcement officers may impound a vehicle used in the commission, or attempted commission, of pimping, pandering, or solicitation of prostitution; offer a diversion program to prostitutes cited or arrested in the course of the pilot program; and, require the City to prepare a report to the State Legislature with data related to the pilot program within six months of completing the program.
