RULES, ELECTIONS, INTERGOVERNMENTAL RELATIONS, AND NEIGHBORHOODS COMMITTEE REPORT and RESOLUTION relative to establishing the City's position regarding AB 260 (Santiago) that would make provisions of Civil Code Section 52.6, which requires certain businesses and establishments to post notice relating to slavery and human trafficking, applicable to hotels, motels, bed and breakfasts inns, and other similar transit lodging establishments.

 

Recommendation for Council action, pursuant to Resolution (Martinez - Wesson), SUBJECT TO THE CONCURRENCE OF THE MAYOR:

 

ADOPT the accompanying RESOLUTION to include in the City's 2017-18 State Legislative Program, SUPPORT for AB 260 (Santiago) that would make the provisions of Civil Code Section 52.6, which requires certain businesses and establishments to post the notice relating to slavery and human trafficking, applicable to hotels, motels, bed and breakfasts inns, and other similar transit lodging establishments, other than personal residences.

 

Fiscal Impact Statement:  None submitted by the Chief Legislative Analyst. The City Administrative Officer has not completed a financial analysis of this report.

 

Community Impact Statement:  None submitted.

Recommendation for Council action, pursuant to Resolution (Martinez - Wesson), SUBJECT TO THE CONCURRENCE OF THE MAYOR:

 

ADOPT the accompanying RESOLUTION to include in the City's 2017-18 State Legislative Program, SUPPORT for SB 225 (Stern) that would amend existing law to require that the notice providing information on human trafficking hotlines also specify that a person can also send a text message to specified nonprofit organizations for services and support and, by April 1, 2018, would require the Department of Justice to revise and update the notice.

 

Fiscal Impact Statement: None submitted by the Chief Legislative Analyst. The City Administrative Officer has not completed a financial analysis of this report.

CONSIDERATION OF MOTION (KORETZ - HUIZAR) relative to initiating proceedings to include the L.A. Burger Restaurant building, located at 6001 West Pico Boulevard, in the list of Historic-Cultural Monuments.

 

Recommendations for Council action:

 

  1. INSTRUCT the Department of City Planning to initiate consideration of the L.A. Burger Restaurant building, located at 6001 West Pico Boulevard, as a City Historic-Cultural Monument under the procedures of Section 22.171.10 of the Los Angeles Administrative Code, and to prepare the Historic-Cultural Monument application for review and consideration by the Cultural Heritage Commission (CHC).
  2.  

  3. REQUEST the CHC, after reviewing the application, to submit a report and recommendation to the Council regarding the inclusion of the L.A. Burger Restaurant building in the City's list of Historic-Cultural Monuments.
