CONSIDERATION OF MOTION (O'FARRELL - WESSON - HARRIS-DAWSON - RYU) relative to the assessment of best practices by other municipalities who have enacted initiatives to comprehensively address racial inequities and enhance social justice.

 

Recommendations for Council action:

 

  1. INSTRUCT the Human Relations Commission (HRC), with the assistance of the Chief Legislative Analyst (CLA) and City Administrative Officer, to develop a racial equity policy for the City using the information collected as a result of Council file  No. 15-0840 and present it in Council. The policy should include but not be limited to:

    1. A written racial equity plan with clear actions, timelines, and people responsible for each action.

    2. Recommendations and strategies to increase the recruitment, retention and promotion of people of color, including in contracting, and donor cultivation using racial equity hiring tools.

    3. Recommendations for racial equity training for all City employees.

    4. Indicators of progress and processes for monitoring and evaluation.

    5. Recommendations to partner with other sectors of local government to develop comprehensive strategies to address racial inequities in the City.

    6. A review each of department’s policy, procedures, and programs and report back as to adequacy and conformity with the City’s policies regarding civil rights and race.

  2. REQUEST the HRC, with assistance from the CLA, to report back in 60 days with an assessment of best practices in use by other similar large municipalities who have enacted initiatives to comprehensively address racial inequities and enhance social justice.

SUBSTITUTE MOTION (O'FARRELL - WESSON - RYU)

 

Recommendations for Council action:

  1. INSTRUCT the Chief Legislative Analyst, with the assistance of the Human Relations Commission,  to report in 60 days with an assessment of best practices in use by other municipalities which have enacted initiatives to comprehensively address racial inequities and enhance social justice.

  2. INSTRUCT the Chief Legislative Analyst with the assistance of the City Administrative Officer, the Human Relations Commission, the Department of Cultural Affairs, the Personnel Department and the City Attorney and in consultation with the Arts, Parks and River Committee and the Council President, to report with a multi-year strategy to systematically improve racial equity, LGBTQ protections and correct potential structural racism and other forms of unintended discrimination that might exist within the City of Los Angeles.

COMMUNICATION FROM THE CITY ADMINISTRATIVE OFFICER (CAO) and RESOLUTION relative to authorizing the issuance of up to $60 million in Judgment Obligation Bonds.

 

Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

 

ADOPT the accompanying authorizing RESOLUTION of the City Council of the City of Los Angeles authorizing and approving the issuance of Judgment Obligation Bonds, Series 2017-A, in an amount not-to-exceed $60 million, approving and authorizing the execution of an Indenture for such bonds, and authorizing the City to seek judicial validation of such bonds and Indenture and the related proceedings.

 

Fiscal Impact Statement:  The CAO reports that proceeds of the Judgment Obligation Bonds, Series 2017-A, would be used to reimburse the Reserve Fund in an aggregate amount of approximately $55 million for advances previously made to pay Judgment Obligations in anticipation of the Bonds. The annual debt service amount associated with the Bonds is projected to be approximately $7.9 million for 10 years.

 

Debt Impact Statement:  The CAO reports that approval of the above recommendation will not cause the City’s annual debt service payments to exceed six percent of General Fund revenues for non-voter approved debt, as established in the City’s Financial Policies, Debt Management Section. The annual debt service amount associated with the Bonds is projected to be approximately $7.9 million for 10 years.
