  1. FIND, based on the independent judgment of the Los Angeles City Planning Commission (LACPC), after consideration of the whole of the administrative record, the Project was assessed in Environmental Clearance No. ENV-2015-1853-EIR (SCH. No 2015071037), including the Erratas, Mitigation Measures and Mitigation Monitoring Program, certified by the Deputy Advisory Agency on October 13, 2016, (under Case No. VTT-74170); and pursuant to California Environmental Quality Act (CEQA) Guidelines, Sections 15162 and 15164, no subsequent EIR or addendum is required for approval of the Project.

  2. ADOPT the FINDINGS of the PLUM Committee as the Findings of the Council.

  4. ADVISE the applicant of Q Qualified classification time limit, pursuant to the Los Angeles Municipal Code:

PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT relative to a six year accelerated cycle for updating Community Plans and increasing the General Plan Maintenance Surcharge to fund the expanded Community Planning Program.

 

Recommendation for Council action:

 

REQUEST the City Attorney, with the assistance of the Office of the City Administrative Officer (CAO), to prepare and present an Ordinance increasing the existing General Plan Maintenance Surcharge to an amount equal to the greater of seven percent of the fee or one dollar with 50 percent of the monies received from the surcharge shall be used for costs directly related to updating the City's 35 Community Plans.

 

Fiscal Impact Statement: The CAO reports that the recommendation is in compliance with the City's Financial Policies in that an increase to the General Plan Maintenance Surcharge will provide a more reliable funding source for the Department of City Planning (DCP) Community Planning Program and decrease DCP reliance on the General Fund by $5 million.

TRANSFER/APPROPRIATE $15,835 in the Council District Four portion of the Street Revenue Fund No. 43D/50 to the Transportation Fund No. 100/94, as follows:  $7,200 to Account No. 3360 (Signal Supplies and Repair) and $8,635 to Account No. 1090 (Salaries - Overtime) for design and installation of a speed feedback sign for southbound traffic on Highland Avenue, between 2nd and 3rd Streets in Council District Four.

  2. AUTHORIZE the Los Angeles Department of Transportation to make any technical corrections or clarifications as necessary to the above instructions in order to effectuate the intent of this Motion.
