COMMUNICATION FROM THE MUNICIPAL FACILITIES COMMITTEE (MFC) relative to license agreements with four non-profit operators for satellite Family Source Centers in Council Districts One, Seven, 10 and 14.

 

Recommendations for Council action:

 

  1. AUTHORIZE the Department of General Services (GSD) to negotiate and execute new license agreements with four non-profit operators under the terms and conditions substantially as outlined in the GSD report dated January 26, 2017, attached to the Council file.

  2. REQUEST the City Attorney for the Los Angeles Housing and Community Investment Department to amend the service contracts to reflect the City-owned facilities’ addresses.

 

Fiscal Impact Statement: The GSD reports that no revenue will be generated from these licenses to the General Fund. In accordance with the terms of the license agreements, the non-profit operator will be responsible for the costs of operations and maintenance.

CONSIDERATION OF RESOLUTION (CEDILLO - RYU - KORETZ - PRICE - ET AL.) relative to establishing the City's position regarding President-elect Trump's nominations to head various federal agencies.

 

Recommendation for Council action, SUBJECT TO THE CONCURRENCE OF THE MAYOR:

 

RESOLVE to include in the City's 2017-18 Federal Legislative Program, OPPOSITION to President-elect Donald J. Trump's nominations of:

 

  1. Rick Perry to head the Department of Energy since the appointment would impact climate policy, legislation and funding, the health and welfare of the American people and public safety.

  2. Elaine Chao to head the Department of Transportation since the appointment would impact the rights of employees, a fair minimum wage, and the public safety of the American people.

  3. Ben Carson to head the Department of Housing and Urban Development since the appointment would impact the Fair Housing Act, religious tolerance, and the health and welfare of the American people.

  4. Betsy DeVos to head the Department of Education since the appointment would impact the quality of public education for students, teacher’s rights and the economy of the American people.

  5. Tom Price to head the Department of Health and Human Services since the appointment would impact a woman’s right to choose, federal, state, and local anti-discrimination laws, and a reduction in health coverage and health care of the American people.

  6. Jeff Sessions to head the Department of Justice since the appointment would impact immigrant rights, civil rights, anti-discrimination laws, women’s rights, cannabis legalization, and the administration of federal justice for the American people.

  7. Wilbur Ross to head the Department of Commerce since the appointment would impact the rights of employees, a fair minimum wage for the American people, climate change policy, legislation and funding, and a fair 2020 Census.

  8. Andrew Puzder to head the Department of Labor since the appointment would impact the rights of employees, a fair minimum wage, anti-discrimination laws, and an objective adjudication of issues by the National Labor Relations Board on behalf of the American people.

  9. Rex Tillerson to head the Department of State since the appointment would impact foreign relations negatively, human rights, climate change policy, legislation and funding, environmental regulations, and the promotion of democracy on behalf of the American people.

  10. Ryan Zinke to head the Department of the Interior since the appointment would impact the rights of Native American tribes, climate policy, legislation and funding, environmental regulations, and the preservation of public open space for the American people.

  11. Sonny Perdue to head the Department of Agriculture since the appointment would impact the health and welfare of the American people, climate change legislation and policy, environmental and pesticide regulations, the rights of agricultural workers, the role of family farmers in rural America, and the future of food for the American people.

Recommendation for Council action, SUBJECT TO THE CONCURRENCE OF THE MAYOR:

 

AMEND Resolution (Cedillo - Ryu - Koretz - Price - et al.) relative to establishing the City's position regarding President-elect Trump's nominations to head various federal agencies, as follows:

 

 DELETE Recommendation No. 2. Elaine Chao to head the Department of Transportation since the appointment would impact the rights of employees, a fair minimum wage, and the public safety of the American people.

AMENDING MOTION (KORETZ - O'FARRELL)

 

Recommendation for Council action, SUBJECT TO THE CONCURRENCE OF THE MAYOR:

 

AMEND Resolution (Cedillo - Ryu - Koretz - Price - et al.) relative to establishing the City's position regarding President-elect Trump's nominations to head various federal agencies, as follows:

 

ADD a recommendation to reflect the City's opposition to the appointment of Steven Mnuchin as Treasury Secretary.
