ARTS, PARKS, AND RIVER COMMITTEE REPORT relative to appeals of the Initial Study/Mitigated Negative Declaration for the Griffith Park/Observatory Circulation and Parking Enhancement Plan (CPEP).

Recommendations for Council action:

  1. RESOLVE to DENY the appeals filed by the Committee to Save the Hollywoodland Specific Plan, Homeowners on Beachwood Drive United, The Hollywoodland Gifted Park, Hollywoodland Homeowners Association, and John Schwartz pursuant to the by California Environmental Quality Act (CEQA) Section 21151(c) from the determination of the Board of Recreation and Park Commissioners (Board) and THEREBY CONCUR with the September 9, 2016 action of the Board in approving the Initial Study/Mitigated Negative Declaration case  no. NG-15-539-RP for the Griffith Park/Observatory CPEP.

  2. DIRECT the Department of Recreation and Parks to file a Notice of Determination with the Los Angeles City Clerk and the Los Angeles County Clerk.
          

Fiscal Impact Statement:  The Board reports that the long term goal of the Griffith Park/Observatory CPEP is to be self-sustaining. There will be an initial expenditure of $300,000 to redesign roadway, and purchase the hardware and technology necessary to monetize the parking areas.   It is estimated that the annual revenue will be approximately $1.5 million.
