CONSIDERATION OF RESOLUTION (ENGLANDER - BLUMENFIELD - MARTINEZ - ET AL.) relative to establishing the City's position regarding SB 146 (Stern) which would prohibit the Southern California Gas Company from resuming gas injection at the Aliso Canyon Gas Storage Facility.

Recommendation for Council action, SUBJECT TO THE CONCURRENCE OF THE MAYOR:

RESOLVE to include in the City's 2017-18 State Legislative Program:

1. SUPPORT for SB 146 (Stem), which would prohibit the Southern California Gas Company from resuming gas injection at the Aliso Canyon Gas Storage Facility until a root-cause analysis of the natural gas leak from the facility has been completed and released in its entirety to the public.
   
   
2. SUPPORT for the administrative action that extends the South Coast Air Quality Management District’s Order of Abatement until either September 30, 2017 or the Southern California Gas Company funds a study of how the gas leak has affected the health of nearby residents.
